Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.
DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and implements emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC is currently looking for a Humanitarian Mine Action (Non-Technical Survey/Explosive Ordnance Risk Education) Coordinator to join our team in Kyiv.
Your main duties and responsibilities will be:
Strategic Development, Programmatic Direction, and Technical Oversight
- Support the development of the country programme strategy and plans with regards to Community Liasion (CL) activities
- Support the fundraising efforts for the Non-Technical Survey (NTS)/Explosive Ordnance Risk Education (EORE) programme by leading on or providing input to Concept Notes and proposals
- Ensure DRC SOPs on EORE and NTS are up-to-date and aligned with International Mine Action Standards (IMAS), National Mine Action Standards (NMAS) and DRC GOPs
- Conduct ongoing reviews and maintain a register for capacity building within the EORE and NTS areas for all national staff involved in NTS/EORE
Planning, Coordination, and Context Analysis
- Advise on safe and effective management of all aspects of CL and related tasks, in accordance with relevant IMAS, NMAS, and SOPs
- In cooperation with Humanitarian Disarmament & Peacebuilding (HDP) Operations Manager and Area Technical Field Managers, identify gaps and inefficiencies in NTS/EORE provision
- Organise and facilitate regular coordination meetings for all Areas of Operations to follow up on target achievements and/or challenges/opportunities
- Drive an integrated approach between NTS/EORE teams and other DRC sectors and support data sharing
- In cooperation with EORE Team Leaders and Area Technical Field Managers, continuously analyse the context, including Explosive Ordnance (EO) contamination
- Attend national and international Mine Action meetings, workshops, and conferences related to NTS and EORE
Implementation of Explosive Ordnance Risk Education
- Develop projects to mitigate the risk of living with remnants of conflict (including EORE, NTS and cross-sector programming)
- Maintain overview of and identify gaps in the provision of EORE TOT for local stakeholders across all EORE Areas of Operations
- Provide technical inputs to mass and social media EORE campaigns
- Ensure that new materials, methodologies and tools are of a high standard and consistently applied across all areas
Implementation of Non-technical Survey
- Maintain oversight of NTS methodologies and tools and propose innovative good practices
- Develop evidence-based assessment protocols and guidelines
- Make updates to SOPs for marking methodology of HAs in line with NMAS for HMA OM onward approval
- Establish technical criteria for SHA/CHA designation in accordance with NMAS
- Establish and maintain technical criteria for cancellation in accordance with NMAS
Community Engagement and Community Liaison (CL) Activities
- Provide technical oversight of CL activities and advise on community engagement best practices
- Promote information sharing of needs assessments by other DRC sectors
- Develop pre-clearance protocols and communication strategies
- Ensure effective CL during operations
- Develop post-clearance CL standards
- In coordination with MEAL and other sectors, analyze land release impacts
- Coordinate the organization HMA workshops, events, and other such public events, organised by DRC across all Areas of Operations
- Conduct on-going liaison with all relevant stakeholders (government, INGOs, national NGOs, mine action centres, etc.) and establish and maintain networks for information exchange
Reporting and Information Management
- Upon request, provide compilated information on CL activities from all Areas of Operations
- Set Technical standards for NTS/EORE documentation and reporting
- Consolidate data and lessons learned for government, donor, and other reports on EORE/NTS/CL activities
Procurement and asset management
- Develop technical tasks for NTS equipment and EORE materials
People Management
- Coordinate the delivery of relevant training activities for national staff where required, including NTS/EORE, participatory learning techniques, communication skills and facilitation skills based on continuous training needs assessment
- Support recruitment and maintain job descriptions for NTS/EORE staff
Quality Management (QM)
- Support QM team on coordinating Quality Assurance/Quality Control (QA/QC) visits of NTS/EORE activities and ensure that non-conformities are addressed
- In collaboration with QM Specialist, NTS Trainer and EORE Trainer, update relevant SOPs and TMPs for onward approval by the HMA Operations Manager
About you
To be successful in the role, we expect you to have at least 5 years of relevant experience in humanitarian mine action. Moreover, we also expect the following:
- Technical certification in NTS and EORE is essential.
- A master's degree in international development, humanitarian affairs, social sciences, or a related field is an advantage. Additional qualifications in project management or adult education are an advantage.
- The candidate should have demonstrated experience in strategic planning and program development at a national level.
- Previous experience coordinating multi-location teams and managing relationships with government stakeholders and donors is an advantage.
- Comprehensive knowledge of International Mine Action Standards and humanitarian mine action best practices. The candidate should possess deep understanding of community engagement methodologies, risk education principles, and non-technical survey processes
- Proven experience managing complex programs and providing technical oversight across multiple locations. The role requires demonstrated ability to influence without direct authority and to coordinate effectively across departments and with external stakeholders
- Experience developing technical standards and operating procedures is required. Familiarity with quality management systems in humanitarian contexts is essential
- Strong strategic thinking and analytical skills are essential. The candidate must demonstrate experience in strategic planning, program development, and innovative problem-solving
- The ability to represent the organization professionally with donors, government officials, and other stakeholders is essential. Experience developing high-quality donor reports and proposals is necessary
- Excellence in written and verbal communication in English is required. Working knowledge of Ukrainian would be an advantage but is not required.
- Computer literacy: advanced knowledge of Microsoft Office package (with focus on Excel, Word, and PowerPoint)
