Overall purpose of the role:
The Emergency Specialist will serve as the focal point for DRC Emergency Preparedness and Response programming in Northeast Area. In this capacity, they will be responsible for developing, managing, providing technical guidance, reporting, representing the programme as well as developing the capacity of the partners, to deliver high quality programs. The ER Specialist will also be a strong communicator to coordinate closely with the FLER actors, Response Actors and DRC departments and sectors to deliver a coherent program, ensuring PAGD (Protection Age, Gender and Diversity), conflict sensitivity mainstreaming across Emergency Response Programming in coordination with internal Protection Programme team, FLER PAGD team and HMA team.
The ER Specialist will work directly with DRC implementing partners (NGOs and CSOs/CBOs) at targeted locations in Kachin and Shan State. This will include the supervision of emergency response planning and activities, capacity development for implementing partners as well as supporting coordination efforts at a local and State level. The ER Specialist will act as focal point with key partners and will be working closely with them to ensure that relief is provided in a timely manner during critical times and ensure that activities contribute to strengthening the local preparedness and support the development of locally lead emergency preparedness plans in a coordinated, timely and efficient manner.
Geographic scope: Area (Kachin and Shan State)
This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to base operations.
Responsibilities:
Technical:
- Develop and deliver trainings and ToT for partners on Emergency Response, including trainings on Emergency Response and Preparedness– assessments, Early Warning Systems, Contingency Planning, WASH, management of pre-positioned non-food items (NFIs), distribution process, monitoring, documentation and reporting.
- Support the area office in mapping potential partners who can work on Emergency Response in Kachin and Shan and ensure that there is an updated list of pre-vetted partners on the State level (national NGOs, CSOs, etc);
- Act as Focal point for the regular liaison with partners, civil society actors, key stakeholders (churches, religious leaders), community leaders, and national NGOs in Kachin and Shan State to ensure the community-based project.
- Act as Focal point of FLER state lead of Kachin and Shan State level to ensure the FLER common rationale is applied the harmonized approach among the members and implementing partners.
- Act as focal point to identify target locations and population of Emergency Preparedness and Response programming in coordination with Team Leader, Officers, implementing partners, local actors, and DRC area office.
- Support and coach the project team leader and officers and the implementing partners in carrying out the multisector Emergency Response activities and ensure that these activities are implemented in accordance with minimum package of response assistance guideline and the partnerships guidelines, policies and SoPs and in coordination with relevant actors in the field.
- Support in conducting due diligence as part of the Emergency Response Plan in terms of the identification and assessment of partners who will be managing the pre-positioned NFIs and the distribution of Cash/ NFIs/related services.
- Working with other technical teams, organizing and facilitating capacity development sessions on Emergency Response, PAGD mainstreaming, Cash Transfer Program and Emergency Mine Risk Education based on needs assessed and key partners’ knowledge gaps.
- Support a Rapid Emergency Response strategy with CSOs and implementing partners for immediate provision of relief;
- Identify technical and financial support needed for partners to engage in principled Emergency Response.
- Work in close coordination with the Partnerships Specialist to support continuous quality improvement through the development and the implementation of partnerships tools
- Keep abreast of emergency situations (intensification of conflicts, displacement, etc).
- Work in close collaboration with MEAL / IM team on information management, project log frame and donor reporting of Emergency Response and Preparedness Project.
Project Management
- Serve as Project Manager for selected projects/activities, ensuring strong project cycle management that meets minimum standards
- Develop detailed workplans for all projects/activities with Team Leader and Officers
- Ensure strong oversight, and direct management when necessary, of project budgets, ensuring delivery against costed workplans, and full donor compliance, in collaboration with support services and funding/grants teams.
- Quality control and site monitoring to ensure that services provided are according to standards
- Work with funding/grants team to produce high quality donor reports
- Work closely with other DRC sectors to ensure a holistic approach, especially ensure a close collaboration with Protection, Economic Recovery and Humanitarian Mine Action to facilitate protection mainstreaming, mine victim assistance referral, emergency mine risk education and long-term assistance referrals.
External coordination and representation
- Share relevant project information with stakeholders and Northeast Emergency Response mechanisms
- Participate in relevant coordination meetings and working groups, as required for programme needs, and as requested by the Emergency Manager
- Proactively represent DRC and participate in regular program meetings and in Emergency Response platforms and provide updates as appropriate.
Experience and technical competencies: (include years of experience)
- Degree and/or Master's degree in relevant area
- At least 3 years of experience with humanitarian programmes, ideally in protracted/ newly displacement situations.
- At least 2 years of experience with implementing Emergency Response /DRR/CCCM/ CASH/ WASH activities on-the-ground in displacement related contexts in Northeast Area.
- Relevant experience working in collaboration and coordination with local partners and civil society/community-based organizations.
- Demonstrated ability to conduct trainings and capacity building activities on Emergency Response and early warning alert related topics, including coaching and mentoring of national civil society actors/staff.
- Solid experience in participatory approaches and facilitation skills, strong interpersonal communication and writing skills.
- Experience in conducting consultation processes with civil society and national NGOs is an asset.
- Experience in designing partners’ capacity development plans is an asset.
- Experience in participatory tools and practices.
- Professional fluency in English and Myanmar. Good understanding of any of the local languages will be considered an asset.
Conditions
Contract: DRC will offer the successful applicant a DRC’s Regular contract included 3-month probation. Renewable depends on both funding and performance. Salary and conditions will be in accordance with DRC’s Terms of Employment. The position is placed in Employment Band G.
