Founded in 1956, The Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organization providing direct assistance to conflict-affected populations – refugees, internally displaced people (IDPs) and host communities – in more than 40 countries around the world. DRC has been implementing emergency response projects in Tanzania since the onset of the Burundi refugee crisis in 2015 in three refugee camps in the Kigoma Region at the border with Burundi. DRC’s integrated projects for refugees, asylum seekers and host communities comprise sectors such as Camp Coordination and Camp Management (CCCM), Protection (CBP, PSN, GBV, CP and Legal), Shelter and infrastructure, and Economic Recovery.
Overall purpose of the role:
DRC is one of the largest INGO protection actors in Tanzania actively coordinating and advocating for improving the protective environment for all communities. DRC implements a comprehensive protection programme including Legal assistance, support to persons with special needs (PSN), community-based protection (CBP), Child Protection, and GBV prevention and response activities in its areas of operation to address protection issues faced by displaced and at-risk groups and individuals. The program also aims to identify and build synergies with early recovery and development actors to address environment-building activities.
The Protection Coordinator has the overall responsibility for the delivery of all Protection activities in Nduta camp. This will include the supervision of Protection staff as well as providing technical and programmatic support needed for the delivery of high quality, needs-based and timely protection activities in Nduta camp. The role will include ensuring harmonization of tools, implementation of strategy, and training to ensure DRC has a consistent and clear approach to protection across all sites. The Protection Coordinator will work closely with the Protection Manager (PM) and the Area Manager (AM) in the finalization and rollout of the protection strategy including the development of protection-related advocacy messages using data-driven evidence. This role has an area focus and ensures compliance with DRC procedures and guidelines within the country.
Overall responsibility includes quality and timely management of Protection projects in villages and camps across the Kigoma region, as well as supervising protection sector project teams, representation at relevant sectoral Working Groups, coordination with implementing partners and with other stakeholders including local authorities. The role contributes to the development of DRC Tanzania protection strategy, which is translated into action plans and day-to-day tasks. This role is based in Nduta camp and also supports implementation of activities in the neighboring host communities.
Responsibilities:
The Protection Coordinator shall conduct regular field visits to the Protection programme sites and will be expected to perform the following duties:
Protection projects and sector oversight
- Support the development of the protection program strategy based on yearly projected funding (including locations and activities).
- Coordinate, plan, and monitor Protection project activities in the area, ensuring adherence to sector, donor, and internal requirements and guidelines.
- Have oversight on the overall protection portfolio in geographic area of responsibility, including identifying funding and capacity gaps.
- Hold regular meetings with all Protection Team Leaders to understand programmatic challenges and technical support requirements. Highlight when projects are off-track in implementation for further discussion with the PM and AM. Identify any areas where further technical support, oversight, or resources are needed.
- Ensure the highest quality of the sectoral interventions including adherence to best practice programming and minimum standards in coordination with the Protection Manager.
- Ensure coherence between all projects/activities ongoing and proposed, according to the overall DRC strategy.
- Ensure high quality and timely deliverables, narrative reporting and financial overviews, close cooperation with donors, Government counterparts, and coordination mechanisms on site, and in synergy with other DRC interventions in the area.
- Formalize and develop project-related operational tools and training modules, with support from the Protection Manager.
- Provide input for monthly, quarterly, interim, and annual donor reports, project proposals as well as ad hoc reports and communication items, as requested.
- Provide overall budget monitoring, financial management, and expense control for the project activities, including compliance with minimum DRC and donor requirements.
- Coordinate, monitor, and support the development and implementation of partnerships with implementing partners across multiple base offices.
- With the MEAL Team Leader, ensure a MEAL plan is in place and implemented for all Protection projects and that the relevant Info Management systems are in place. Ensure relevant MEAL and project management tools are regularly updated and follow up on progress towards achieving indicators.
- Develop monthly work plans with Protection TLs for support to each area.
- Participate in Budget Follow Up meetings and update on budget expenditures and possible deviations.
- Contribute to and coordinate the design of Protection-related programming to secure follow-on or expansion of funding for the protection portfolio as per identified needs and in a standardized manner across programs.
- Support new proposal design, including activity design and budgeting, along with PM, where needed.
Technical
- Provide technical assistance and guidance to Protection teams including development and roll-out of SOPs and terms of reference to ensure quality implementation of project activities.
- Regularly review and provide technical advice on project work plans and implementation with Team leaders.
- Assist in developing the projects’ Monitoring & Evaluation tools
- With support from IMs and MEAL review and update the Protection Monitoring system on an annual basis or as needed.
- Advise on internal protection MEAL tools and IM systems and integration with INGO PIM inputs.
- Work with the Protection Manager to provide regular technical training and capacity building to protection staff, and partners, and on key DRC protection concerns and product solutions.
- Support the development of awareness curricula, and IEC materials for the implementation of a comprehensive training and awareness package
- Ensure protection mainstreaming including review of all programming approaches, SOPs and tools, and staff capacity development
- Organize and facilitate regular Protection team meetings across two camps for knowledge sharing, peer support, and quality improvement.
- Carry out sector needs assessments, as needed.
Protection Advocacy and Coordination
- Support finalization of monthly protection monitoring reports, Communications with communities, and compile into a monthly DRC Tanzania Protection Monitoring report for external circulation. Work with PM to develop clear and targeted recommendations for different audiences.
- Develop protection reports and analysis on identified protection concerns for internal and external briefings.
- Collaborate with relevant internal and external technical experts on issues related to the relevant sector, including UNHCR, UNICEF, and partner organizations.
- Build relationships and communications with Ministry of Home Affairs, ensuring engagement and support for project activities.
- Represent DRC at relevant coordination meetings, and Protection Working Groups, ensuring that issues from the field are raised and addressed.
- Perform any other relevant tasks as requested by the Line Manager.
Education:
- University degree relevant to humanitarian work: preferably in Law, social science, or humanitarian aid.
- Must be Tanzanian.
Experience
- Experience of more than 3 years in a humanitarian context.
- Minimum of 2 years’ experience working in INGO in the field of protection
- Knowledge of human rights law and international refugee law.
Languages:
- Good proficiency in written and spoken English, and Swahili. Kirundi is an added advantage
