Report to : Protection-Gender Based Violence Team Leader
Overall purpose of the role:
Protection Officer – GBV Prevention will lead all activities to engage men as allies in women’s protection. The person will assist in developing violence prevention and wellbeing materials for men, facilitating male group psychoeducational sessions, and assist in day-to-day operations. Protection Officer – GBV Prevention will form a cohort of male beneficiaries who will discuss topics related to gender equality, positive masculinity coping strategies and healthy families.
Responsibilities:
GBV PREVENTION AND MALE ENGAGEMENT ACTIVITIES:
- Provide technical oversight to GBV prevention and filed based assistants to ensure the quality and continuity of activities offered in all male allies’ activities.
- Lead the formation of male groups and the roll out of the recreational activities and the psychoeducational curriculum.
- Organize camp level awareness events with men such as debates, dramas, sport events about gender equality or gender-based violence.
- Build a relationship with community leaders, and women and men in the villages and local community to encourage greater communication, collaboration and coordination.
- Facilitate Working with Community Leaders to response Intimate Partner Violence training for the Camp Management Committees and Facilitate trainings about gender equality and healthy relationships for male beneficiaries, women facilitators and outreach workers
- Co facilitates (with male Field Based Assistant) weekly sensitization sessions about wellbeing, healthy relationships and gender equality according to the psychoeducational curriculum and supervise and mange daily activities.
- Support the prevention team (center mangers) in facilitating awareness raising, focus group discussions and other community engagement activities for men
- Ensure that center managers (Field based Assistants and Protection Team Members) complete all administrative procedures to procure all equipment and supplies needed in the Women and Girls Centers in a timely manner.
- Identify strategies/activities to promote social cohesion and integration throughout program activities and Women and Girls Centers (WGC). Liaise with government officials, religious leaders and Camp Management Committees to facilitate buy in on Women’s Centers among men
- Consolidate information on existing services and create service mapping material to be shared with other DRC departments and other stakeholders
- Participate in assessments and contribute to the overall intervention strategy based on feedback received from women and men throughout the Engaging Male Through Accountable Practice programming.
- Strictly adhere to GBV guiding principle while engaging with women and girls and men and boys.
- Build capacity and supervise Field Based Assistants, Protection Team Members, and Incentive Workers formally and informally to provide quality sessions through training, daily mentoring, weekly meeting, and applying tools and curriculum books.
- In collaboration with implementing with community leaders, develop a selection criterion of women and men to engage them in Engaging Men Through Accountable Practice (EMAP) curriculum.
- Support in contextualization and adaptation of “EMAP” Curriculum into villages and local community context.
- Coordinate with Case Managers when there is a need to provide case management service for women.
- Assist in response related IEC and BCC materials, in collaboration with GBV team, ensuring messages are appropriate for the community and conduct pre- questionnaire before dissemination.
- Develop monthly and weekly activity plans for facilitators with the support of GBV Specialist.
- Support the recruitment process of Field Based staff and Incentive workers.
- Participate in monitoring and evaluation activities including assessments and surveys.
GBV AWARENESS ACTIVITY ROLL OUT
- Lead the roll out of awareness raising campaigns, focus group discussions (FGD) and other community engagement activities among male audiences.
- Lead the roll out of EMAP curriculum and supervise and monitor to facilitator of EMAP.
- Oversee the planning and roll out of awareness activities to commemorate days such as: Women’s Day, International Youth Day and 16 Days of Activism
PROGRAM MANAGEMENT SUPPORT
- Compile and edit weekly reports submitted by GBV Male Engagement Assistants and submit them to the GBV Team Leader
- Draft monthly reports about all GBV prevention activities which include thorough analysis of progress against indicators and qualitative information about progress and challenges
- Develop weekly, biweekly report and monthly observation report for EMAP with the applying of all EMAP tools.
- Complete the indicator tracker for all Gender Based Violence prevention activities monthly
- Oversee the Monitoring and Evaluation of activities conducted with male beneficiaries.
- Draft quarterly reports to be submitted to the donor.
ADMINISTRATION
- Fill and submit Purchase Requisitions, Travel Authorizations, cash advance and any other DRC administrative forms as needed
- Oversee the documentation to process the payment of Male Outreach Workers and Male Advocates incentive
- Coordinate with other DRC departments to ensure the effective use of the logistical and financial resources
Experience and technical competencies
- Bachelor’s degree in related field or equivalent professional experience (e.g. Public Health, humanities, nursing, social work, political science, etc.) or equivalent professional qualification
- At least 2 years of professional experience in NGOs.
- Demonstrated experience in working on women protection such as empowerment programs, reproductive health, counselling etc.
- Commitment to achieve gender equality and end all forms of Gender Based Violence
- Excellent interpersonal and communication skills.
- Experience in working with both Rakhine and Rohingya communities.
- Working proficiency of written and speaking in English.
- Local language us considered as an asset.

Conditions
Contract: DRC will offer the successful applicant a DRC’s Regular contract including 3-month probation. Renewable depends on both funding and performance. Salary and conditions will be in accordance with DRC’s Terms of Employment. The position is placed in Employment Band H - non management.
The position requires candidates who can work and base in Sittwe.
