DRC Syria
DRC has been actively operating in Syria since 2008 mainly supporting refugees. In June 2012, DRC was authorized by the Syrian Ministry of Foreign Affairs (MoFA) to expand its humanitarian efforts and provide assistance to IDPs and the vulnerable resident population countrywide. Since then, DRC activities have been focused on NFI distributions, Shelter, WASH, Protection, Education, Livelihoods and Mine Risk Education in six Governorates (Damascus, Rural Damascus, Dara'a, Aleppo, Hama, and Homs). While Protection/community service activities are provided to beneficiaries throughout our Community Centers.
About the job:
The NTS/EORE Manager supervises combined non-technical survey (NTS), community liaison (CL) and explosive ordnance risk education (EORE) teams and implements the survey and risk education activities in Syria in accordance with International Mine Action Standards (IMAS) and DRC standard operating procedures (SOPs).
Her/his objectives are to lead the DRC’s work in mapping explosive ordnance (EO) contamination by identifying, marking, recording, reporting and cancelling hazardous areas though NTS, while raising awareness of explosives threats, and instilling safe behaviors through delivery of EORE in local communities affected by EO.
The results of successful fulfilment of this role include (1) reduced risk taking behaviour in affected communities; (2) knowledge of locations of suspected and confirmed hazardous areas; (3) enabling of safe returns of communities and releasing of land for productive use; (4) reduction in the number of EO accidents and casualties; thus (5) enhancing the resilience of Syrian communities.
Responsibilities:
Staff training and supervision
- Conduct training for NTS/EORE surveyors/facilitators and identified key people in communities.
- Conduct refresher training as required to ensure the skills of the NTS/EORE teams match the IMAS requirements.
- Supervise NTS/EORE teams and ensure that activities are carried out in the field as tasked, safely and diligently.
- Ensure that NTS/EORE teams are equipped necessary tools and equipment to carry out designated activities.
Planning, monitoring & quality management
- Initiate, plan and coordinate NTS/EORE in targeted communities.
- Coordinate and lead needs assessment, baseline surveys and data collection in the field.
- Analyse data on contamination collected by NTS/EORE teams and provide reports on hazardous areas.
- Conduct regular Quality Assurance (QA).
Coordination
- Liaise with local authorities, community leaders, and stakeholders to ensure the smooth running of NTS/EORE activities.
- Maintain good communication with UNMAS Syria, mine action centres (once established), other mine action actors and partner organisations.
- Maintain good relationships with other mine action actors in the area including to ensure up-to-date coordination and sharing of knowledge.
Reporting
- Prepare weekly and monthly work plans.
- Prepare weekly and monthly progress reporting.
- Ensure that all reports from the field are properly completed and submitted in a timely fashion.
- Ensure timely and high-quality reporting to the HMA Operations Manager and UNMAS Syria coordination mechanism.
- Undertake any other tasks as required by HMA Operations Manager.
Experience:
- Minimum 5 years’ experience in EORE and NTS within humanitarian mine action (HMA) programmes.
- Excellent knowledge of training and management of NTS and Community Liaison activities.
- Excellent knowledge of IMAS and standard operating procedures (SOPs) applicable to NTS, CL and EORE.
- Knowledge of EO encountered in Syria and understanding of military operations and tactics.
- Knowledge of land and building clearance methodologies and demining tools and equipment.
- Experience in information analysis, IMSMA and Base Camp Garmin (or similar GIS software) systems.
- Excellent discipline with the ability to follow direct instructions.
- Team player with exemplary planning, reporting, communication and social skills.
- Well organized, proactive, flexible and trustworthy.
- Ability to work away from home within remote environments for extended periods of time.
- Valid driving license.
- EOD IMAS Level 2 qualified (desirable) with experience in implementing clearance operations (desirable).
- Prior experience working within INGO (desirable).
Languages
- Fluent in English both spoken and written.
- Knowledge of Arabic is desirable
