DRC Uganda is currently looking for a highly qualified and motivated individual to join our dynamic team as a Community Safety Officer.
Project Background
The Karamoja Strong consortium, with the Danish Refugee Council (DRC), Agency for Pastoralist Development (APaD), African Women Rising (AWR), and Samuel Hall, brings together organizations with significant experience in the region each with a unique focus and value-add to merge global innovations with local knowledge in order to develop sustainable and innovative solutions. The project strengthens longer-term resilience and addresses the root causes of conflict while mitigating the impact of cyclical shocks through anticipatory action. By applying a gender transformative lens across all activities, the project directly supports women as agents of climate adaptation, conflict management, and peacebuilding in their communities.
The overall purpose of the role:
The Community Safety Officer will support the effective implementation of the DANIDA Karamoja Strong Project, ensuring the day-to-day execution, coordination, and documentation of activities aimed at strengthening community resilience to climate-induced loss, displacement, and conflict. Working closely with the Project Manager, Head of programs, and Partner Organizations, the officer will provide technical support, stakeholder engagement, monitoring and evaluation, and operational assistance to achieve project objectives. This role requires a proactive and community-centered approach to enhance climate resilience, peacebuilding, and sustainable development in Karamoja
Your main duties and responsibilities will be:
Project Management and Development
- Contribute to the implementation of the Karamoja Strong Project, focusing on conflict-prone and climate-affected cross-border areas between Uganda and Kenya.
- Collaborate with the Project Manager and Anticipatory Action Coordinator to plan, coordinate, and deliver high-quality, climate-smart, and peacebuilding activities, including training, research, community consultations, and risk analysis.
- Design and facilitate training on Community Safety, Climate-Resilient Livelihoods, and Conflict Sensitivity, ensuring participatory and inclusive approaches.
- Support cross-border community groups, Civil Society Organisations (CSOs), and local authorities in developing resilience designs and strategies for peaceful coexistence, disaster preparedness, and cooperation on shared resources.
- Build and maintain strong working relationships with partner organizations involved in the Karamoja cross-border resilience and peacebuilding initiatives.
- Assist in the development and regular revision of project work plans, ensuring integration of anticipatory action and environmental resilience components.
- Monitor project budgets in coordination with the Project Manager to ensure timely, efficient, and transparent use of funds, including reporting on climate-smart and anticipatory action initiatives.
- Promote and support the inclusion of ecosystem-based adaptation strategies in safety plans developed by target communities.
- Represent the project in relevant coordination platforms and forums at national and regional levels, advocating for conflict-sensitive and climate-resilient development.
Monitoring, Reporting, and Evaluation
- Monitor the implementation of community safety and resilience plans, ensuring alignment with DRC’s integrated peacebuilding and climate adaptation objectives.
- Ensure systematic tracking of project outputs and outcomes, including peacebuilding success stories, anticipatory action interventions, and community-led climate adaptations.
- Lead or support the timely submission of weekly, monthly, and quarterly reports, ensuring data reflects cross-border impact, inclusion, and sustainability.
- Collaborate with the Monitoring, Evaluation Accountability, Learning (MEAL) team to assess the impact and effectiveness of climate-resilient and peacebuilding interventions, conducting regular debriefings and after-action reviews.
- Document lessons learned and success stories to inform internal knowledge-sharing and donor learning agendas.
- Support donor visits and evaluations; maintain a robust database of outcomes and resilience indicators.
- Contribute to internal communication efforts such as newsletters, bulletins, and learning pieces related to cross-border resilience and anticipatory action.
- Ensure that reporting formats and frequency comply with DRC and donor standards, emphasizing evidence-based storytelling and results.
Coordination and Partnerships
- Develop and maintain strong coordination with local and regional peacebuilding actors, government stakeholders, environmental agencies, and other humanitarian or development partners.
- Foster effective collaboration with local CSOs and community structures to enhance cross-border resilience and peaceful resource-sharing mechanisms.
- Represent DRC in coordination meetings, policy dialogues, and peacebuilding forums at district, national, and regional levels, sharing insights and promoting lessons learned from fieldwork.
- Support efforts to build alliances between climate, peacebuilding, and disaster risk reduction stakeholders within and beyond Karamoja.
Management and Administration
- Take responsibility for all assigned equipment, including motorcycles, computers, and communication devices, ensuring proper use and maintenance.
- Follow DRC’s procedures for security, logistics, procurement, HR, and finance by internal policies and donor compliance.
- Uphold DRC’s Code of Conduct and Safeguarding Principles, promoting accountability, transparency, and ethical behavior in all activities.
- Assist in administrative functions, including proper filing of receipts, documentation, and financial reporting, ensuring compliance with DRC financial policies.
About you
To be successful in this role we expect you to have experience in implementing programs in conflict-prone and insecure areas. Moreover, we also expect the following:
Required
- Bachelor’s degree in Conflict Resolution and Peacebuilding, Peace and Conflict Management, or Social Sciences.
- Minimum 4 years of professional experience in the field of conflict/security issues and peacebuilding
- Experience in project management and delivery, including planning, budget administration, and donor reporting
- Experience in working with a team and ensuring strong teamwork and morale
- Strong knowledge of and experience working in the Karamoja region.
- High degree of computer literacy
- Strong coordination, representation, and interpersonal skills
- Willingness to live and work in Karamoja, including travel to locations on the Uganda-Kenya border
Desirable
- Knowledge of the Core Humanitarian Standards
- Most preferably a resident of the region.
