DRC is currently looking for Humanitarian Mine Action (HMA) Team Officer in Sumy.
About the job
The HMA Program Officer supports the Humanitarian Mine Action program implemented by the HDP team in Sumy ensuring compliance to DRC procedures and DRC internal guidelines on project cycle management (PCM) within the area. This include supporting a range of programme support tasks, including writing and translating official letters, collating input and case studies from HDP managers and Demining Supervisors for donor reports, support with drafting communications materials and supporting HDP staff with administrative tasks (filling internal forms, organising events such as internal trainings etc). The HMA Program Officer will work under the guidance and line management of the HMA TFM, under the technical management of the Area Programme Management and will liaise frequently with the HMA Programme Specialists in DRC Country Office. The role may require some travel to field locations (e.g. surrounding Hromadas of Chernihiv and Sumy, Kyiv).
Your main duties and responsibilities will be:
HDP PCM support
- Support to integrated needs assessments and design of new integrated projects: Support the TFM maintaining awareness about HDP needs and capacities in the Hromadas where DRC operates/ plan to operate and liaise with APM to ensure HDP components are included in multi sectoral geographical needs assessments to feed into new proposals and improve the quality of project design and implementation. Support the design of new projects by sharing information.
- Support the project initiation at the area level: Support TFM/ HDP Supervisor to update the PIPs and BFUs to reflect clear and realistic plans for project implementation and forecasting. Liaise with the TFM and APM to flag any challenge with or lack of SOP/ templates for implementing the activities. Support the TFM and APM organizing and facilitating Area-level project kick-off meetings to ensure alignment and clarity among all stakeholders. Ensure minutes of meeting are shared and action plans are followed
- Support to the project implementation at area level: Support HDP colleagues (TFM and/or Demining Supervisors) in updating PIPs and BFUs on a regular basis. Collate input from HMA TFM and HMA Supervisors regarding spending and budget needs and input it into internal templates/ share with relevant colleagues in Country Office. Help them accurately forecast implementation plans and resource needs for their projects. Support TFM/HDP Supervisor in preparing and producing high-quality reports for reporting to Donors, Partners and government in line with reporting requirements. Coordinate with the APM in case any support is needed.
- Support the project closure at area level: Support the TFM/HDP Supervisor preparing for project closure, in line with the PCM guide and internal SOP requirement.
HDP Sumy Program Support
- Provide operational support to the HDP Area Technical Field Manager and HDP Demining Supervisor, ensuring all HDP operations are supported within DRC guidelines and SOPs.
- Support the Sumy HMA Technical Staff with the paperwork required to obtain permissions for mine action activities and liaise with HDP Specialist/ Officer in CO for timely renewal of permissions.
- Under the supervision of the HMA TFM, draft letters in Ukrainian, Russian or English, on behalf of the HDP Program in Sumy and file all formal communications.
- Attend internal and external HDP meetings, as required.
- As requested by the HDP TFM, support with note-taking and dissemination of meeting notes.
- Provide admin and logistical support to the TFM and HDP teams in advance of and during monitoring visits from the mine action coordination and monitoring bodies.
- Support the HDP TFM and TAs with translating sector materials and interpretation during in-country meetings, as necessary.
- Support integration effort with other sectors.
Logistics and administration support to Sumy HDP team
- Support the HDP program team with logistics and procurement tasks (e.g. event checklists and admin tasks in support of organizing technical training and events, raise purchase requests in line with specifications provided by managers and Demining Supervisors, maintain procurement tracker) – making use of DRC internal forms and templates, as well as DRC’s internal platform (Dynamics)
- Assistance with HDP administrative tasks in accordance with DRC's internal regulations and procedures.
- Support with logistic tasks related to visits of internal and external stakeholders to the base and/or demining sites.
- Liaising with fleet management in coordinating the use of HDP vehicles and drivers in the most efficient manner.
- Support with travel documents for all staff (order requests, travel reports)
- Perform other tasks as requested by the HMA Technical Field Manager.
About you
To be successful in this role we expect you to demonstrate proactivity HMA process and the ability to efficiently support teams by respecting core competencies of DRC. You are expected to have minimum 2 years of practical experience in an admin and local government liaison role to correctly monitor compiling of HMA documentation and reporting system of DRC HDP sector. Moreover, we also expect the following:
Required:
- University degree in project management, business administration or similar professional qualification;
- Excellent skills in MS Office Applications, such as Word, Excel, and PowerPoint;
- Advanced written skills in English and Ukrainian;
- Time management and organizational skills.
Desirable
- Knowledge of the Mine Action sector in Ukraine;
- Experience with project management processes, including planning, coordination, and reporting;
- Experience in humanitarian NGO;
- Knowledge of Ukrainian national legislation and accountancy.
