DRC has been responding to various humanitarian crises in Lebanon since 2004, working with Palestinian, Iraqi and Syrian refugees. DRC received registration from the Ministry of Interior in 2011, and since then has focused primarily on responding to the Syrian refugee crisis in Lebanon and the resulting impact on Lebanese host community. DRC Lebanon’s focus is to ensure that we are able to respond to critical emerging humanitarian needs whilst improve the living conditions of displacement-affected populations and contribute to the achievement of durable solutions. With an annual portfolio of $12million, and with approximately 200+ staff, DRC is focusing its response in protection and economic recovery (Ec-Rec) sector in Bekka, North Lebanon and Beirut. DRC is also contributing to the evidence base and coordination structures in country through our Evidence Generation and referral information management (RIMs) teams.
About the job
The Grants and Partnership Coordinator is a key role within the Programs Department, supporting the mission to ensure the quality development and implementation of programs, aligned with both donor guidelines and organizational standards. The Grants and Partnerships Coordinator will lead on implementing DRC’s partnership and fundraising strategy, and management across Lebanon, and will provide technical support in fundraising, donor compliance, project cycle management (PCM), partnership management, donor and partner relations, and engagement, while coordinating with HQ counterparts to ensure alignment with donor expectations and organizational goals.
The role oversees the entire grant management and partnership cycle, including proposal and report writing, partner identification and onboarding, donor reporting, amendments, partnership contractual management, as well as kick-offs and close-outs. This further includes assessing and strategically positioning DRC with new and existing partners, coordinating capacity development support to partners, and improving DRC Lebanon’s partnership management processes and tools. The focus will be on partnership with civil society organizations (CSOs), but the role will also be requested to support partnerships with government institutions and the private sector based on needs. Focused on country-level strategy, the Grants and Partnerships Coordinator contributes to the development of funding strategies, turning them into actionable plans.
The Grants and Partnerships Coordinator collaborates closely with all departments—Technical, HR, Finance, Logistics, and MEAL to ensure compliance and timely execution.
Your main duties and responsibilities will be:
Proposal Development and Fundraising (25%):
- Support the development of a comprehensive Fundraising Strategy for the Lebanon program, focusing on the diversification of funding streams and strengthening donor retention.
- Conduct thorough donor mapping to identify new opportunities while maintaining strong relationships with existing donors.
- Coordinate closely with relevant departments (MEAL, technical coordinators, finance, etc.) to ensure the submission of high-quality proposals and revisions that meet donor requirements and are aligned with program goals.
- Serve as a focal point for donor representatives, coordinating donor visits to program sites and liaising with donors to provide updates on program impact and progress, supporting the Country Director as needed.
- In collaboration with MEAL and technical coordinators, support program analysis for annual country strategy reviews and regular program planning processes.
- Ensure project proposal development are informed by reliable data and organizational learning, embedding lessons learned from previous projects.
- Develop standard operating procedures (SOPs) and guidance to streamline proposal development and donor reporting, ensuring consistency, compliance, and quality across submissions.
Grant Management, Compliance, Information Management and Reporting (25%):
- Build and maintain an in-depth knowledge of donor rules and policies, ensuring program teams are fully compliant through capacity building and guidance.
- Lead and coordinate Project Cycle Management (PCM), ensuring Kick-off and Close-Out meetings, Project Monitoring Meeting (PMMs) are conducted regularly in line with DRC guidelines, and escalate to SMT.
- Provide guidance and review project agreements, including sub-agreements, teaming agreements, and MoUs, ensuring compliance with donor and organizational standards.
- Lead on amendments and modifications, ensuring all required documents are submitted in a timely and compliant manner.
- Serve as internal focal point with HQ, and country office regarding DRC’s SOPs and grants management processes, donor reporting efforts, and capacity-building initiatives.
- Work closely with all relevant departments (MEAL, technical coordinators, finance, etc.) to ensure the submission of high-quality reports that are consistent, accurate, and aligned with donor requirements.
- Oversee the management of online grants tracking systems, including filing systems (Dynamics, FTS, ActivityInfo), to ensure all grant-related information is accurate and accessible to relevant stakeholders.
- Track and analyze the grants portfolio, providing regular updates to senior management on funding trends, burn rates, and upcoming opportunities to inform decision-making.
Partnership Management (25%):
- Explore new partnership opportunities and collaborate with relevant stakeholders (Technical Coordinators, Programme Managers) to identify and engage potential partners.
- Coordinate the vetting, selection, and management of implementing partners using DRC’s standard tools and templates, ensuring alignment with program objectives.
- Facilitate partner involvement in program design, context analysis, and relevant assessments, ensuring strong collaboration from the outset.
- Oversee the development and review of sub-grant agreements, including modifications, and coordinate the opening, review, and closeout processes, ensuring timely follow-up on action points.
- In collaboration with programmes team (Technical Coordinators, Programme Managers). monitor partners’ performance and progress, including their narrative and financial inputs, through regular reviews, meetings and ensure early identification of risks (e.g., underperformance or underspending) with proactive mitigation measures.
- Ensure the quality and importance of partnerships by maintaining effective coordination and relationship management with partner focal points.
- Conduct partner satisfaction surveys at the end of each sub-grant cycle, providing feedback and reports to DRC management for continuous improvement of partnership processes.
Partnership Strategy and Processes Development (5%):
- Lead the development, rollout, and revision of DRC Lebanon’s partnerships and localization strategy.
- Review and improve partnership management processes and tools, and develop new tools to streamline partnership management if needed.
- Conduct and supervise partnerships’ mappings and Expressions of Interests for DRC’s programmes.
- Ensure DRC Lebanon’s partnership management processes and practices comply with DRC’s global policies and guidelines as well as relevant donor rules and regulations.
- Promote institutional learning by evaluating DRC Lebanon’s partnership management practices, seeking feedback from partners, capturing lessons learned and best practices, and making recommendations for improvement.
Partner Capacity strengthening (10%):
- Coordinate partner capacity assessment with the involvement of relevant DRC departments.
- Support the development and implementation of capacity strengthening plans for partners based on identified gaps in coordination with relevant DRC departments, and follow up on the implementation of those plans with partners and DRC staff.
- Coordinate and follow up on capacity strengthening activities provided for partners, either using in-house capacity or through external consultants/trainers.
- Monitor and supervise the quality of capacity strengthening activities provided to each partner, collect feedback to improve DRC’s capacity development approach, and put in place mechanisms to track change in organizational capacities.
- Explore new learning opportunities for partners, including peer-to-peer learning among partners.
Compliance and Due Diligence (10%):
- Oversee all due diligence, assessments, and compliance issues of partners in coordination with DRC’s technical teams.
- Ensure all partners have been assessed and vetted prior to proposal submission and regular assessments are conducted throughout implementation.
- Regular field visit to partner offices or field locations for oversight and technical support.
- Oversee the quality of all contractual arrangements with partners, including contract development, amendments, installments, and internal DRC compliance procedures.
- Assist local partners to develop support services manuals, tools and systems in coordination with support teams.
- Support partners to be compliant with country laws in collaboration with DRC support team, donors and DRC rules/requirements.
- Maintain a comprehensive and up-to-date filing system on all aspects of sub-grants management.
- Ensure that the overall partnership process is compliant with DRC accountability principles.
- In collaboration with DRC MEAL team supervise partner’s accountability system and provide feedback on the required aspects of each partnership.
- Conduct and analyze partners’ satisfaction surveys at the end of each sub-grant and provide an internal report to the DRC management.
Representation and Coordination (cross-cutting):
- Coordination with all the partners, national authorities and private sectors’ partners.
- Coordination with HQ colleagues.
- Coordination with DRC’s programme and support departments.
- Representing DRC in the Localization Task Force and any relevant working groups or events related to Partnerships and Localization.
About you
To be successful in this role we expect the following:
Required
- Master’s degree in international relations, project management, business administration, or similar studies relevant to the post
- At least five years of professional experience in humanitarian emergency contexts with Program development responsibilities;
- Exceptional advance planning and organizational skills. Able to effectively prioritize and follow multiple activities and deadlines simultaneously;
- Reliable, patient, and able to work independently in a fast-paced environment;
- Solid experience in project development and management including good skills in donor reporting, and compliance;
- Extensive knowledge of European institutional donors, private foundations, Gulf donors, and UN agencies and their compliance requirements with proven experience of developing successful funding proposals;
- Keen understanding of the complexities in Lebanon in or similar contexts;
- Excellent communication and writing skills in English and Arabic;
- Strong cross-cultural communication skills and eager to work as part of a diverse team. Sensitive to interpersonal differences and a range of viewpoints;
- Highly developed leadership abilities, including the ability to coach, motivate, grow, and support effective teams;
- Analytical, strategic, and able to proactively develop solutions to complex challenges;

Desirable
- Preferable to have at least three years of experience at Grants Coordination level;
- Preferable to have at least three years of experience in Partnership Management with CSOs, government institutions, and private sector;
