ABOUT THE JOB

He/she works in close cooperation with other field staff for planning of WASH, shelter and infrastructure activities. The WASI officer-engineer is expected to maintain close cooperation with the targeted line departments, local communities & project counterparts for site selection, proper designing, developing BoQs of WASH, Shelter and Infrastructure projects at community level.

Under the direct supervision of the WASI team leader, the WASI Officer (Engineer) is overall responsible to ensure that the implementation of DRC Afghanistan’s WASH, Shelter and Infrastructure projects is in line with standards and community needs in the assigned area of responsibility is guided in accordance with approved methodologies and tools and are in line with DRC and donor policies and guidelines. The WASI Officer will be working in cooperation with DRC’s economic recovery, HDP and protection teams and in collaboration with local authorities and communities. In addition, he/she will be tasked of reporting and when requested engaged in monitoring, evaluation and learning activities.

Responsibilities:

• Participate in beneficiary eligibility assessments, technical assessments, market assessments, and feasibility studies for WASH, shelter, and infrastructure interventions.
• Ensure beneficiary inclusion during assessments to reflect the real needs of affected populations, while respecting cultural and contextual considerations.
• Contribute to surveys, technical designs, BoQs, drawings, and feasibility studies for WASH, shelter and infrastructure projects.
• Ensure that project locations and beneficiaries are selected in consultation with communities and in line with the vulnerability criteria.
• Supervise and monitor construction works, whether community-led or contractor-implemented, ensuring compliance with DRC SOPs, national building codes, and global humanitarian standards.
• Provide technical oversight on construction materials, quality assurance, and site safety.
• Support procurement and logistics teams with technical inputs for material selection, delivery, and quality control.
• Document field activities through attendance sheets, stock records, and work progress reports.
• Facilitate community meetings to explain project approaches, roles, and responsibilities between DRC and local stakeholders.
• Support capacity-building sessions and on-the-job training for community committees on project implementation and post-construction maintenance.
• Promote accountability by ensuring affected communities are informed, consulted, and involved in decision-making.
• Support WASI team leader in coordination with DRC’s Protection, HDP  and Economic Recovery teams to ensure WASI interventions are integrated and complementary.
• Support WASI team leader to make timely referrals of cases or needs identified in the field to relevant DRC sectors or external service providers.
• Participate in joint planning, assessment and coordination meetings with other DRC sector teams to strengthen multi-sectoral programming.
• Collect accurate data on beneficiaries and interventions, ensuring proper documentation and timely reporting.
• Support MEAL teams with monitoring activities, surveys, and feedback collection.
• Provide regular updates to the WASI Team Leader on progress, challenges, and lessons learned.
• Ensure field activities adhere to humanitarian principles and the “do no harm” approach.
• Carry out other duties as assigned by the WASI Team Leader to support program objectives.

ABOUT YOU

To be successful in this role you must have:

Experience and technical competencies: 

• Bachelor’s degree in civil engineering.
• At least 3 Years of experience in implementation of WASH, Shelter and Infrastructure projects, preferably with INGO's, NGOs .
• Knowledge of implementation in WASH, shelter and infrastracture  projects in rural areas.
• Ability to collect and analyze the data to direct program implementation priorities.
• Experience from working within technical expertise area in a humanitarian/recovery context.
• Experience in capacity building and training of staff/community.
• Experience in designing, implementing, and maintenance WASH, shelter and infrastructure  projects.
• Computer literacy in MS Office, AutoCAD, and Water gem or Water CAD.
• Ready to work, stay overnight and travel in an intricate and strenuous environment.
• WASI specific technical responsibility for tracking of financial expenditures for technical activities.
• Willing to stay in field locations and travel in all DRC coverage areas..

Education/qualifications:

• Bachelor’s degree in civil engineering.

• Pashto (fluent)
• Dari (fluent)
