Under the supervision of the Head of Programme, the Mixed Migration Coordinator is responsible for providing technical oversight and support across sectorial teams working on mixed migration contexts. The role ensures that sectorial teams (Protection, EcRec and Emergency) follow DRC’s Mixed Migration Policy and Guidelines in their interventions and supports programme quality assurance. The Mixed Migration Coordinator contributes to route-based interventions and programme design through evidence-based analysis, coordination, and adaptation to ensure interventions are context appropriate, principled and responsive to the needs and rights of people on the move. The role will also provide program management functions to the P2P project.

Geographic scope (Country)
This role has a country focus and ensures compliance to DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations while overseeing country activities.

 

Your main duties and responsibilities will be:

  • In close collaboration with the sector leads, contribute to the development and implementation of the country strategy with a focus on how to ensure people on the move are included and interventions are adapted to ensure their safety, dignity and self-reliance.
  • Support the evidence-based analysis of mixed migration dynamics with data and information from protection monitoring, MMC, and other programmatic sources to inform programme and advocacy.
  • Support the design and dissemination of messages for information provision.
  • Support the analysis and application of national asylum and migration law and international legal standards.
  • Support the identification and analysis of protection risks and needs of people on the move.
  • Lead the development, harmonization and adaptation of technical tools and Standard Operating Procedures, and guidance for interventions targeting people on the move.
  • Document lessons learned, good practices, and operational challenges to inform programme adaption, advocacy and strategic-decision making.
  • Provide technical input into assessments, project design, donor reporting and other programme documents.
  • Support the developments of MEAL tools.

Technical Support and Capacity Building

  • Provide day-to-day technical supervision and guidance to DRC and implementing partners.
  • Provide technical leadership in the adaptation and implementation of DRC’s approach to Mixed Migration
  • Strengthen technical capacity through training, coaching, mentoring, and on-the-job support for DRC teams and partners.
  • Facilitate sharing good practices and learning from other operations that are included in the route-based approach.
  • Technical supervision of complex mixed migration dilemmas.
  • Conduct regular field visits to review programme quality

Coordination and Representation

  • In collaboration with the Protection Team, support the development, updating and dissemination of service mapping to strengthen a route-based approach.
  • Facilitate the dissemination of key evidence and information to other DRC offices along the route.
  • Represent DRC in relevant mixed migration coordination forums when relevant.
  • Provide inputs for evidence-based advocacy for the SMT and global team.
  • Engagement with national institutions and duty-bearers.

Program Management P2P

Leads the overall program, ensuring all projects align with strategic goals. Responsibilities include strategic planning, resource allocation, risk management, stakeholder engagement, and performance monitoring.

Within Technical Supervision mandate in the assigned thematic area and geographic scope, the position holder is responsible for:

  • Providing technical direction, guidance, and where mandated, instructions to ensure compliance with DRC policies, standards, and strategies.
  • Supporting managers and technical staff through regular communication, capacity building, and promotion of best practices.
  • Support managers with assessing the technical skills and performance of most senior technical staff in the Country offices.
  • Escalating and, where authorized, addressing issues of non-compliance or poor performance in line with the technical supervision mandate.
  • Participating in the recruitment of most senior technical staff in Country/Field offices.

About you

To be successful in this role we expect you to have:

Required

  • Minimum 3-5 years of practical experience in mixed migration programming for an INGO
  • Master's degree in law, political science, international development, sociology or other relevant field
  • Experience working in route-based programming.
  • Experience working in protection is an advantage
  • Documented skills in project planning and design, drafting, calculation and technical writing
  • Program Management skills
  • Excellent skill in MS Word, Excel, and PowerPoint
  • Experience in evidence-based analysis and advocacy.
  • Excellent knowledge of international legal frameworks pertaining to refugee and migrant protection
  • Excellent knowledge of international human rights standards. 
  • Experience working with national partners, local/government authorities, and UN organizations

Work location: Mogadishu, Somalia with frequent travel to field

Start date: November 2026

Reporting to: Head of program  

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for employees on national contract and Expatriate contract.
