About the Role
Under the direct supervision of the MEAL Manager, the MEAL Officer will support the implementation of Monitoring, Evaluation, Accountability and Learning (MEAL) activities in Ayod County.
The position will contribute to ensuring programme quality, accountability and evidence-based decision-making by monitoring programme implementation, tracking project indicators, supporting data collection and analysis, conducting data quality checks, and facilitating community feedback mechanisms.
The MEAL Officer will work closely with programme teams to conduct monitoring visits, assessments, surveys and beneficiary feedback activities, ensuring that programme implementation is aligned with DRC MEAL standards, accountability principles and data protection requirements.
Key Responsibilities
1. Results Monitoring and Programme Quality
- Support the implementation of project MEAL plans, monitoring frameworks and indicator tracking systems.
- Support beneficiary registration verification, post-distribution monitoring (PDM), assessments and surveys.
- Conduct routine field monitoring visits, verification exercises, data collection and data quality checks.
- Ensure that approved MEAL tools, methodologies and data collection procedures are consistently applied.
- Support data cleaning, validation, analysis and reporting to ensure timely and accurate monitoring information.
- Work closely with programme teams to track progress against project indicators and identify areas requiring corrective action or programme improvement.
- Ensure that data collection and monitoring activities comply with DRC safeguarding, protection and data protection standards.
2. Accountability and Community Engagement
- Support the implementation and promotion of Community Feedback Mechanisms (CFM) across project locations.
- Receive, record, categorize and refer feedback and complaints through established accountability channels.
- Support community awareness and sensitization on available feedback and complaints mechanisms.
- Maintain appropriate records of feedback and complaints while respecting confidentiality and data protection requirements.
- Regularly share relevant accountability findings and trends with programme teams to support programme improvements.
- Support programme teams to ensure that communities are informed about how their feedback has been addressed where appropriate.
3. Learning, Assessments and Reporting
- Support the implementation of assessments, surveys, post-distribution monitoring (PDM) and other MEAL exercises as required.
- Compile, analyse and summarize monitoring findings, lessons learned and good practices from programme implementation.
- Identify key trends, gaps and emerging issues from monitoring and accountability data.
- Share key findings, trends and recommendations with programme teams to support adaptive management and continuous programme improvement.
- Support the documentation and dissemination of learning products, success stories and lessons learned.
- Contribute to the preparation of MEAL reports, presentations, dashboards and other information products.
- Support the timely submission and consolidation of MEAL data and reports in line with project and DRC requirements.
4. MEAL Standards and Capacity Strengthening
- Promote the consistent application of DRC MEAL tools, guidance and standards.
- Support programme and field teams in the appropriate use of MEAL tools and monitoring processes.
- Provide practical guidance and technical support to programme teams on data collection, monitoring and reporting requirements.
- Support capacity-building activities and orientations for programme staff on MEAL tools and processes.
- Apply DRC procedures on data protection, ethical data collection, confidentiality and information management.
- Uphold accountability principles, the Core Humanitarian Standard (CHS) and the DRC Code of Conduct in all MEAL activities.
Experience and Technical Competencies
- Bachelor's degree in Monitoring and Evaluation, Statistics, Social Sciences, Public Health, International Development or another relevant field.
- Minimum 2 years of relevant professional experience in Monitoring, Evaluation, Accountability and Learning (MEAL), preferably within humanitarian or development programmes.
- Experience working with INGOs, NGOs or other humanitarian organizations.
- Experience supporting monitoring activities, assessments, evaluations, surveys and data quality assurance.
- Good understanding of qualitative and quantitative data collection methodologies and participatory approaches.
- Practical experience with digital data collection platforms such as KoboToolbox, ODK or CommCare.
- Good knowledge of data management, data quality assurance and basic data analysis.
- Good understanding of accountability principles and the Core Humanitarian Standard (CHS).
- Experience facilitating trainings, orientations or providing technical support to programme teams.
- Proficiency in Microsoft Excel, Word, PowerPoint and Office 365.
- Strong analytical, organizational and communication skills, with the ability to manage multiple priorities and work effectively in a field environment.
- Professional working proficiency in English.
Desirable
- Experience supporting DRC core sectors, particularly Protection and Economic Recovery.
- Familiarity with information management systems and data visualization tools such as Power BI or ArcGIS.
- Certification or formal training in MEAL, data management, humanitarian programming or a related field.
- Knowledge of relevant local languages is an asset.
