ABOUT DRC SUDAN

Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.
POSITION PROFILE
The Economic Recovery Officer is responsible for executing and managing key livelihoods interventions within the sector. The role encompasses overseeing Cash-for-Work (CFW) activities, including community mobilization, beneficiary selection, registration, and the preparation of distribution lists. Additionally, the officer will facilitate the formation of cooperative groups, support income-generating activities (IGAs), and select qualified vocational training programs to empower youth in developing their own businesses.
Key responsibilities also include identifying market-oriented vocational skills relevant to youth and assisting groups in establishing viable enterprises based on market demands, available resources, and local economic conditions
DUTIES & RESPONSIBILITIES
Program Planning and Implementation:
- Support the planning, implementation, monitoring, and reporting of Economic Recovery and Livelihoods activities in line with project objectives, donor requirements, and DRC standards.
- Conduct field-level assessments to identify appropriate livelihood, employment, and income-generating opportunities for vulnerable households and youth.
- Develop detailed activity plans, implementation schedules, beneficiary targets, and resource requirements.
- Coordinate closely with Program, MEAL, Protection, Finance, Supply Chain, and other relevant teams to ensure timely and quality implementation.
- Ensure that all activities are implemented according to approved project documents, SOPs, budgets, and workplans.
Cash for Work (CFW):
- Support the identification and prioritization of appropriate community-based public works in
- consultation with communities and local authorities.
- Facilitate transparent and participatory selection of CfW participants based on approved vulnerability and eligibility criteria.
- Prepare CfW activity plans, beneficiary lists, attendance sheets, timesheets, payment documentation, and other required records.
- Monitor daily participation, working hours, work quality, and compliance with safety and protection requirements.
- Coordinate with Finance and Financial Service Providers to facilitate timely and accurate cash
- payments.
Business/Cooperative groups formation:
- Facilitate the formation and strengthening of community-based business, cooperative, or livelihood groups.
- Conduct community consultations to identify potential group members based on transparent and agreed criteria.
- Support groups to develop appropriate group structures, leadership arrangements, internal rules,
- business plans, and management systems.
- Facilitate registration and coordination with relevant government authorities and technical institutions where required.
- Support groups in identifying viable business opportunities based on market demand, available resources, skills, and local economic conditions.
Vocational Skills Training and Youth Livelihoods:
- Identify market-oriented vocational skills relevant to youth, including opportunities for self-employment and wage employment.
- Conduct consultations with youth, employers, training institutions, and other stakeholders to identify priority skills and employment opportunities.
- Support the selection of eligible youth participants using transparent and inclusive criteria.
- Coordinate with qualified vocational training providers and technical institutions to deliver approved training packages.
Community-Based Participatory Planning (CBPP):
- Facilitate participatory community consultations to identify priority needs, livelihood opportunities, and community development priorities.
- Ensure meaningful participation of women, youth, persons with disabilities, refugees, host
- communities, and other relevant groups.
- Facilitate community mapping, problem analysis, prioritization exercises, and identification of locally appropriate solutions.
- Link community priorities with available project interventions and relevant government or development actors.
SKILLS AND EXPERIENCES
- University degree in Economics, Business Administration, Development Studies, Agriculture, Social Sciences, Livelihoods, or a related field.
- Experience in Assessing youth skills and employment needs.
- At least 3–4 years of relevant professional experience in economic recovery, livelihoods, income generation, cash-based interventions and community development.
- Demonstrated knowledge and practical experience in Cash for Work programming, including activity Planning, beneficiary selection, worksite monitoring, attendance verification, payment processes.
- Previous experience working with an international NGO or humanitarian organization
EDUCATIONAL QUALIFICATIONS
Bachelor’s degree in economics, Agriculture, Rural Development or other related field.
