DRC has been responding to various humanitarian crises in Lebanon since 2004, working with Palestinian, Iraqi and Syrian refugees. DRC received registration from the Ministry of Interior in 2011, and since then has focused primarily on responding to the Syrian refugee crisis in Lebanon and the resulting impact on Lebanese host community. DRC Lebanon’s focus is to ensure that we are able to respond to critical emerging humanitarian needs whilst improve the living conditions of displacement-affected populations and contribute to the achievement of durable solutions. With an annual portfolio of $10million, and with approximately 180+ staff, DRC is focusing its response in protection and economic recovery sector in Bekka, North Lebanon and Beirut. DRC is also contributing to the evidence base and coordination structures in country through our Evidence Generation and RIMS teams.

About the job:

The program Assistant will support the day-to-day delivery of project training, data collection, and information management activities, helping ensure that referral training reaches field staff, and partner-organization staff on schedule, that data collected through assessments and referral information management system is accurate and well managed, and that monitoring and complaints/feedback data is properly recorded and followed up.

Your main duties and responsibilities will be: 
 

Training and Capacity-Building Support:

  • Facilitate and deliver training sessions for field staff and partner organizations on several topics, including safe identification, referral SOPs, Do No Harm, referral information management system, and complaint and feedback mechanism.
  • Assist in preparing training materials, attendance records, and pre/post-training assessments, and adapt session delivery based on participant needs and feedback.
  • Support in planning and coordinating training logistics across multiple locations, including scheduling sessions directly with field sites and partner organizations.
  • Participate in Training of Trainers (ToT) sessions to build and certify facilitation skills and co-deliver refresher or follow-up training as needed.
  • Provide light-touch coaching and troubleshooting support to trained staff following each session.

 

Assessment and Data Collection Support:

  • Support capacity and readiness assessments including scheduling, data collection and follow-up.
  • Assist with the design, testing and administration of KoBo-based assessment tools, including self-administered assessments shared with partner organizations.
  • Support data cleaning, entry and basic analysis to inform referral pathway design and SOP development.

 

Information Management Support:

  • Support the creation, verification, and troubleshooting of user accounts across field sites and partner organizations.
  • Assist with service mapping and verification, including regular updates to the digital service directory.
  • Support routine data quality checks on referral records, flagging and following up on incomplete or inconsistent entries.
  • Contribute to the population and testing of field/partner-level, national-level and donor-level dashboards.

 

MEAL and Accountability Support

  • Support monitoring of referral quality indicators (timeliness, closure rates, service-provider responsiveness) as part of the referral quality monitoring framework.
  • Assist with the collection, recording and follow-up of CFM cases in coordination with the Accountability focal point.
  • Contribute to donor reporting and data collection for the mid term reviews and evaluations.
  • Support documentation of good practices, lessons learned and case studies for the project's knowledge management products.
     

Coordination and Administrative Support

  • Maintain accurate, well-organized records and documentation of training, assessment, and monitoring activities.
  • Undertake other duties reasonably related to project delivery, as agreed with the line manager.

 

To be successful in this role, we expect you to have the following: 

  • Minimum 1 year of experience in MEAL, information management, or programme support within a humanitarian or development context.
  • A Bachelor degree in Social Sciences, Information Management, statistics, Public Administration or related field.
  • Minimum of 1 year of experience in training/capacity-building support, engagement with government stakeholders, and ministries.
  • Experience in qualitative and quantitative data collection, data analysis and report writing.
  • Experience with referral systems, case management, protection programming, or database/MIS platforms is an asset.
  • Experience with DRC referral management system is desirable.
  • Fluency in English and Arabic required.
  • High computer literacy
  • Strong data entry and data quality skills, with proficiency in MS Excel.
  • Familiarity with KoBo Collect, referral system, or similar case management/database systems (or demonstrated ability to learn quickly).
  • Good facilitation and organizational skills, with the ability to support training delivery across multiple locations.
  • Strong attention to detail and ability to manage multiple, time-bound activities.
  • Willingness and ability to travel regularly to field locations.

  • Contract length: 31st of March 2027 (Renewable based on performance and budget availability. This position is pending donor project approval)

  • Duty Station: Beirut with frequent travel accross Lebanon
