Overall Purpose of the Role

The SGBV Officer will support the effective implementation of SGBV prevention and response activities and ensure the provision of quality, confidential, and survivor-centred case management services to SGBV survivors.

Working closely with the SGBV Assistant/Psychosocial Counsellor, Prevention Officers, community focal points, and other relevant stakeholders, the SGBV Officer will provide technical guidance, supervision, mentoring, and capacity building to staff and community-based structures involved in SGBV prevention and response.

The SGBV Officer will also support GBV risk mitigation activities, strengthen referral pathways and inter-agency coordination, and take the lead in organizing and facilitating inter-agency case conferences to ensure appropriate and coordinated support to survivors.

Key Responsibilities

Under the supervision of the SGBV Project Manager, the SGBV Officer will:

Case Management

  • Provide professional, confidential, and survivor-centred SGBV case management services in line with the IASC holistic approach and relevant GBV guiding principles.
  • Ensure that survivors receive appropriate information, support, referrals, and follow-up while respecting their confidentiality, dignity, safety, and informed consent.
  • Maintain accurate and confidential SGBV case management records and ensure that sensitive information is securely stored and handled.
  • Support the maintenance and regular updating of the DRC case management system and GBIMS in accordance with data protection and confidentiality standards.
  • Collect and support the analysis of SGBV data and trends and, under the guidance of the SGBV Manager, contribute to the dissemination of relevant findings to appropriate stakeholders.
  • Prepare detailed work plans for SGBV response, prevention, and psychosocial activities, including activities implemented through women and girls' safe spaces or women centres.
  • Ensure that women centre activities are appropriately coordinated with other ongoing SGBV prevention and response interventions.
  • Support the Protection Manager and Team Leader in the planning and development of SGBV programmes and interventions.
  • Liaise with Psychosocial Officers, facilitators, and partner agencies to ensure the effective implementation of group therapy and psychosocial support activities and well-coordinated referrals.
  • Organize and support awareness-raising activities, including group discussions, community dialogues, mini-campaigns, and relevant annual campaigns such as International Women's Day and the 16 Days of Activism.
  • Identify and raise GBV risk mitigation concerns and support appropriate actions to reduce protection risks for women and girls.

Training, Mentorship, and Coaching

  • Supervise and provide training, mentoring, coaching, and technical support to SGBV Assistants, community volunteers, focal points, and other personnel involved in SGBV prevention and response activities.
  • Monitor the quality of case management services and provide ongoing on-the-job coaching and technical support.
  • Support capacity building on topics including Psychological First Aid, SGBV case management processes, active listening, effective communication, action and safety planning, GBV guiding principles, GBV concepts, confidentiality, and safe referrals.
  • Organize and facilitate relevant training and awareness sessions for community leaders, community members, women and girls' groups, and other relevant stakeholders.
  • Coordinate with the SGBV roving team from Bentiu and other technical resources to strengthen the capacity of field-based staff and community structures.

Coordination and Networking

  • Take the lead in organizing and facilitating inter-agency case conference meetings, ensuring that discussions are conducted in accordance with confidentiality and survivor-centred principles.
  • Strengthen and maintain effective networks with service providers, community leaders, and other relevant stakeholders.
  • Promote effective coordination and collaboration among protection, health, legal, psychosocial, and other relevant service providers.
  • Support the identification of programming areas requiring targeted interventions based on SGBV trends, assessments, and community feedback.
  • Support efforts to ensure that the needs of women and girls are addressed through appropriate response, prevention, protection, and empowerment activities.

Partnership Development

  • Participate in the development and strengthening of referral networks among partners implementing GBV-related services.
  • Support the establishment, review, and implementation of appropriate referral pathways.
  • Support the SGBV Manager in planning and organizing coordination and review workshops with partners to strengthen referral and coordination approaches.
  • Maintain constructive working relationships with relevant government authorities, community structures, humanitarian actors, and service providers.

Reporting and Documentation

  • Contribute to the preparation of high-quality progress, activity, and monthly implementation reports.
  • Ensure accurate, timely, and confidential documentation of programme activities and beneficiary information.
  • Support the preparation and review of relevant programme data and reports while ensuring compliance with data protection and confidentiality standards.

Experience & Technical Competencies

  • Minimum 2 years of relevant experience working in humanitarian response in South Sudan, preferably in SGBV, GBV, protection, or a related field.
  • Demonstrated experience in SGBV case management and survivor-centred approaches.
  • Good understanding of GBV guiding principles, referral pathways, confidentiality, and protection principles.
  • Demonstrated commitment to gender equality and an understanding of the protection concerns and specific needs of women and girls.
  • Experience facilitating training and capacity-building activities for community leaders, volunteers, government representatives, and other stakeholders.
  • Experience in community mobilization, awareness raising, and participatory approaches.
  • Strong mentoring, coaching, supervision, and facilitation skills.
  • Strong communication and interpersonal skills, with the ability to work effectively with people at different levels.
  • Ability to work independently and collaboratively as part of a team.
  • Strong organizational skills, with the ability to manage multiple priorities and meet deadlines under pressure.
  • Creativity, initiative, flexibility, and self-motivation.
  • Good knowledge of Microsoft Word, Excel, email, and other relevant office applications.
  • Ability and willingness to work in remote locations for extended periods with limited amenities.

Education

  • A Bachelor's degree in Psychology, Counselling, Social Work, Social Sciences, or a related field is preferred.
  • A higher diploma or relevant professional qualification combined with significant relevant experience may also be considered.
  • Relevant training or certification in GBV, SGBV case management, psychosocial support, protection, or related areas is an added advantage.

Languages

  • Fluency in English and Arabic is required.
  • Fluency in Nuer and/or other relevant local languages is highly desirable.
  • Ability to communicate effectively in both written and spoken English is required.
