DRC Uganda is currently looking for a highly qualified and motivated individual to join our dynamic team as Finance Officer. 

The overall purpose of the role:  

The Finance Officer will be responsible for implementing sound financial management and manage day to day financial processes for DRC Uganda, ensure full compliance with DRC’s Operations Handbook, donor regulations, and statutory requirements in execution of all financial processes. He/she will also support strong internal controls, accurate financial reporting, effective budget management, partnerships management, and contributing to DRC’s strategic and programmatic objectives. 

Your main duties and responsibilities will be: 

Financial Management 

  • Ensue compliance with DRC's Operations Handbook, Donor Regulations, and Statutory Requirements.

  • Provide overall advice, coordination, and technical support to the field finance teams in the country. 

  • Work closely with Project Managers on key financial matters, including budget performance, significant variances, financial reporting and agreed corrective actions. 

  • Maintain a continuous overview of funding levels and pay attention to operational support and administration expenses for the Country Office. 

  • Monitor, reconcile and clear all open items on balance sheet accounts (e.g., advances, receivables, payables and intercompany balances) monthly. 

  • Ensure accurate and timely filing and payment of all statutory obligations, including PAYE, withholding tax, VAT, NSSF and other applicable levies, in line with national regulations. 

  • Collect, review and verify financial reports from sub-grant partners for accuracy, eligibility of costs and compliance with Partnership Sub grant agreement terms. 

  • Build partner capacity to comply with DRC's financial and grant management policies, including budgeting, reporting, risk management and compliance. 

  • Conduct periodic financial monitoring visits and spot checks on sub-grant partners to assess internal controls and confirm the reliability of reported expenditure. Follow up on findings and recommendations. 

DRC Dynamics: 

  • Ensure DRC Dynamics is used to its full capacity. 

  • Ensure accuracy of all financial data posted to DRC Dynamics. 

  • Maintenance of finance ledger 

About you 

To be successful in this role, you must have a minimum of 3 years of progressively responsible finance experience with international non-governmental organizations (INGOs). Moreover, we also expect the following. 

Required 

  • Bachelor's degree in Accounting, Finance, Business Administration, Commerce, or related field 

  • Strong knowledge of donor financial management, budgeting, reporting, and compliance requirements, with practical experience working with major institutional donors such as DANIDA, BPRM, UNHCR, UNICEF, WFP, EUTF, ECHO, EU, FCDO, OCHA, and Private Foundations.  

  • Demonstrated proficiency in the use of Enterprise Resource Planning systems preferably Microsoft Dynamics 365 or similar systems. 

  • Proven experience in working with national partners and local/government authorities. 

  • Proficiency in standard computer applications.  

  • Strong analytical and problem-solving skills with excellent attention to detail. 

  • Excellent planning, organizational, and time management skills, with the ability to manage multiple priorities and deadlines. 

  • Strong communication, interpersonal, facilitation, and stakeholder management skills. 

  • Demonstrated ability to work effectively in multicultural and cross-functional teams. 

Desirable  

  • Final or Part certification in CPA or ACCA  

  • Advanced proficiency in Microsoft Excel.
