Information for Donors and UN PartnersThe DRC Stand-by Roster deploys experts upon requests from our UN partner organisations and DRC field programmes.
During emergency responses, UN country operations often need more highly qualified staff on the ground. The Danish Refugee Council (DRC) Stand-by Roster can assist with scaling up and thereby strengthen the operational capacity.
The partner organisations can request deployees through the Stand-by rosters:
- The Stand-by Member Roster;
- The Humanitarian Logistics and Procurement Roster;
- The Resettlement Roster;
- or The External Deployment Scheme
Requesting Deployees from the Stand-by Member Roster
Deployment of Stand-by Member Roster personnel is funded by the Danish International Development Agency (Danida) or the UK Department for International Development (DFID).
If you wish to receive a deployee from the Stand-by Member Roster, please follow the steps below:
- Identify your staff needs
- Consult your organizations stand-by partner focal point at headquarters in Geneva, Rome, etc.
Submit your request for a stand-by roster expert through your organisations focal point.
Requesting Deployees from the Resettlement Roster
Requests for deployees from the Resettlement Roster can only be made through the UNHCR Resettlement Deployment Scheme in Geneva.
Requesting Deployees Under the External Deployment Scheme
Under the External Deployment Scheme the DRC Stand-by Roster provides administrative and contractual services in connection to the deployment of an expert. Most often the Stand-by Roster will receive a request for deployments from a UN country operation through the Surge Capacity/Emergency Preparedness and Response focal point from the respective UN organisation's Headquarter Office.
The request includes details on the position, the identified candidate, the duty station, and the duration of the deployment. The Stand-by Roster Deployment Officers will create and provide an estimated budget which is to be confirmed by the requesting organization. By confirming the budget the UN organization accepts to cover the total costs of the deployment, and an agreement is signed. When the budget is confirmed the deployment is initiated.
Deployees that fall under the External Deployment Scheme are entitled to the same terms and conditions as deployees on the Stand-by Member Roster; the same salary scale applies, terms of employment, insurance policy, and staff care entitlements. However, External Deployment Scheme deployees are not entitled to receive the experience allowance.
