Consultancy for Performing a Food Security Portfolio Strategic Review

The Danish Refugee Council HQ  (DRC HQ) seeks a consultant to provide consultancy services to support a strategic review of its Food Security portfolio.

In recent years, food insecurity has been on the rise at an unprecedentedly fast rate. Today, WFP estimates that 828 million people are affected by hunger, which represents an increase by about 150 million since the outbreak of the COVID-19 pandemic. Forced displacement is also increasing exponentially, with now about 110 million people forcibly displaced as a result of the most recent crisis in Sudan (UNHCR, 2023). DRC, as a displacement agency, is committed to serving people affected by displacement throughout their displacement journey, ensuring their immediate needs are covered with life-saving assistance while supporting their long-term recovery, resilience and access to durable solutions.

Food Security has historically been one of our core sectors of intervention, and DRC wants to continue providing the most appropriate assistance, in light of current food security trends, and compounding factors such as ongoing conflict, the global economic crisis and climate change.

The purpose of this consultancy is to provide an independent analysis that helps situate DRC in the landscape of Food Security actors for displacement-affected populations. The consultant will (i) outline what constitutes good quality Food Security programming in displacement contexts, (ii) help target the right donors and partners to achieve programmatic ambitions; and (iii) inform strategic directions and investments DRC will make based on this review.
