DRC Syria
DRC has been operating in Syria since 2008, initially responding to the Iraqi refugee crisis before pivoting to a full-scale response to the Syria crisis from 2011 onwards. Our work encompasses the full cycle of displacement—responding to life-saving humanitarian needs and supporting community recovery until durable solutions can be achieved. DRC Syria takes an area-based approach to supporting internally displaced persons (IDPs), returnees, and host communities across our key sectors: Economic Recovery and Resilience, Protection, WASH, Shelter and Infrastructure, and Humanitarian Disarmament and Peacebuilding (including Humanitarian Mine Action).
With an established rapid response mechanism, DRC can rapidly respond to emerging crises and shocks to meet acute emergency needs. Recognizing the significant need for early recovery and resilience programming to ensure dignified, sustainable, and cost-effective solutions for fragile communities, DRC’s programmes foster resilience for individuals and communities in situations of protracted displacement and during the initial stages of post-conflict recovery, towards a durable solution of their choice. With active portfolios in the neighboring countries of Jordan, Lebanon, Türkiye and Iraq, DRC offers a cross-border, regional response to the Syria crisis, through cross-border protection monitoring, advocacy, and trends analysis.
About the job:
This role has a country focus and ensures compliance with DRC procedures and guidelines and Operations Handbook within the country. The Supply Chain - Logistics Team Leader is responsible for managing logistics processes, ensuring compliance and adherence to DRC and donor regulations, maintaining logistics records, and providing expert logistics guidance to the country and field operations on matters related to Fleet, inventory and warehouse management.
Responsibilities:
The key responsibilities outlined below are not exhaustive; additional duties, including ad hoc tasks, may be assigned to support the effective fulfillment of the role’s overall purpose:
Team Management, Policies, and Processes:
- Lead and manage the logistics team (including people planning, performance, well-being, and development).
- In collaboration with Support Services Team leaders (SS TLs) in the area offices, provide technical support to the Field logistics team.
- Participate in objectives setting and the performance review of field logistics team members in coordination with Support Services Team leaders in area offices.
- Support Line manager in developing and keeping up to date with logistics-related SOPs.
- Support line manager in due diligence process of Local NGO partners.
- Share best practices with local NGO partners on efficient and effective logistics management.
Fleet Management:
- Ensure compliance and implementation of relevant sections of Operations Handbook across in-country offices.
- Performs regular monitoring visits to field offices to identify gaps and support SS TLs in improving compliance at field offices.
- Participate in Tenders related to procurement of warehouse, fleet and logistics-related stocks and inventory.
- Produce monthly fleet, generator etc. reports for country offices/ Guest house and monitor field office fleet reports in order to produce consolidated monthly fleet report for the entire operation.
- Suggest and improve cost-effective and environment friendly fleet solutions and use of generators/fuel.
- Advise on improvement of fleet capacity in country.
- Work closely with procurement team for stock management of fuel for DRC premises and create stock monitoring systems to ensure adequate stocks including contingency stocks are in place at all given times.
- Work closely with procurement team to establish reliable service providers to meet fleet and generator maintenance needs.
- Work closely with safety focal person to ensure DRC fleet, including rented vehicles always adhere to safety standards and protocols.
- In close coordination with IT focal person, develop digital fleet management/booking system.
Asset Management:
- Ensure compliance and implementation of Operations Handbook across all field offices
- Provide monthly comprehensive country reports on Inventory/Assets to line manager.
- Provide guidance in disposal methods for unused or expired Asset with prior Donor/DRC Country director’s approval.
Warehouse Management:
- Ensure compliance and implementation of Operations Handbook across all field offices.
- Provide monthly comprehensive country report on warehouse inventory to line manager (list and stock value in hand).
- Provide guidance in disposal methods for unused or expired commodities with prior donor/DRC Country Director approval.
- In close collaboration with SS TLs identify the needs for warehousing and support in establishing the warehouses in field locations.
- Regular visits to all warehouses to ensure safe keeping of stocks and inventories and timely and compliant disposal of dead stock/ inventories.
Supplier Payments:
- Ensure timely submission of supplier payments to finance team.
- Develop and maintain payment trackers and coordinate with field teams to collect and submit complete documents to finance team in timely manner.
- Follow up with finance team for timely payment processing.
Experience and technical competencies:
- Minimum 3 years of experience in logistics in a humanitarian setting.
- Knowledge and experience in dealing with service providers and drivers.
- Excellent computer skills in MS Word & Excel.
- Experience with standard logistics procedures and documentation.
- Experience in ERP Systems.
- Full professional proficiency in English.
Education
- University degree, preferably in the field of logistics/administration. Prior experience can substitute the degree requirement.
