About the job

Overall purpose of the role: The Risk, Compliance and Liaison Specialist acts to ensure compliance with DRC procedures, guidelines and formats related to risk management, compliance and liaisoning, as well as with similar relevant procedures and guidelines of an internal and external nature. 

The Specialist takes the lead in ensuring DRC’s registration and legal compliance in Türkiye, including ensuring that DRC maintains excellent relations to relevant authorities.

The Specialist has the responsibility to plan and implement internal and external capacity building on risk management and compliance, including when required in relation to DRC’s CoC mechanism, DRC’s accountability commitments (CHS) etc.

The Specialist contributes to nurturing and promoting a culture of compliance and risk management, both internally in DRC Türkiye as well as in DRC’s relationship with partners.

Geographic Scope: Country (Türkiye)

This role has a country focus and ensures compliance to DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations while overseeing country activities.

 

Duties and Responsibilities:

Risk Management

  • Ensuring the implementation of the required risk management and compliance measures in DRC Türkiye, including reporting requirements.
  • Coordinating processes in relation to risk management and compliance with relevant HQ counterparts.
  • Analysing trends from risk management mechanisms etc. and providing management with recommendations for improvements.

Compliance and Liaisoning

  • Taking the lead in audit processes and ensuring that recommendations are tracked and followed up.
  • Taking the lead in ensuring that DRC registration and activities are in compliance with relevant laws in Türkiye.
  • Taking the lead in establishing and coordinating excellent relations with external government partners on local and national level.
  • Coordinating with other actors in regard to other legal compliance requirements.
  • Advising and supporting field staff on issues relating to external relations and legal requirements.
  • Participating in relevant internal and external working groups related to areas of responsibility
  • Keeping track of and advising the SMT on legal cases involving DRC.
  • Leading on relations with the legal firm(s) representing DRC, including processes relation to the legal representatives of DRC Türkiye.   
  • Ensuring the implementation of data protection requirements and that DRC Türkiye processes personal data in compliance with applicable data protection legislation, including the Turkish Law on the Protection of Personal Data (KVKK) and relevant international standards such as GDPR

Code of Conduct, accountability mechanisms

  • Supporting the dissemination of the CoC and safeguarding (PSEAH) policies and activities.
  • Organising training activities in relation to areas of responsibility, internally as well as externally when required.
  • Contributing to a functional CoC system in DRC Türkiye and to the gradual implementation of a well-functioning accountability system which concurs with CHS requirements.

 

About you

To be successful in this role we expect you to have university or master's degree in law, social sciences or humanities.

Moreover, we also expect the following:

Required

  • At least 3 years' experience in managing risks and compliance issues.
  • Previous experience from an international NGO (or similar).
  • Fluent English
  • Fluent Turkish
