The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened an area office in Cox’s Bazar, and a country office in Dhaka.
POSITION PROFILE
The Economic Recovery Team leader is responsible for leading and overseeing the proper implementation, guidance, and support to project staff in line with the log frame, budget, and overall project cycle of Economic Recovery grants. The role involves coordination and collaboration with key stakeholders to ensure the effective implementation of project activities in and outside of camp locations. The Economic Recovery Team leader will ensure project activities are implemented in a timely, high-quality, and effective manner, aligned work closely with the priorities of the targeted population. Together with the Area Program Manager, Area Manager, Head of Programme and Technical coordinator, this position will oversee DRC’s overall activities aligned with technical and quality standards, and support the development of integrated programming across DRC’s CxB core sectors.
DUTIES & RESPONSIBILITIES
Core Tasks
- Manage and oversee high-quality project implementation of DRC’s Economic Recovery activities, both targeted and integrated, in accordance with donor and DRC policies, regulations, and accountability framework, as well as in line with agreed log frames/indicators, budgets, procurement plans, work plans, and M&E plans.
- Ensure all data protection protocols are in place and adhered to within the teams.
- Participate in program inception meetings/reviews to discuss proposals, log frame, and expected deliverables.
- Maintain good relationships with other stakeholders, including other INGOs, coordination forums, donors, and government authorities
- Ensure technical guidance and tools for economic recovery are in place, and that activities meet technical standards.
- Ensure accountability and feedback mechanisms are in place including hotlines, feedback boxes, with strong documentation and follow-up.
- Liaise with Global Economic Recovery Team on global initiatives (e.g. programme, policy, advocacy, research) and represent DRC externally in relevant technical, policy and advocacy forums and communities of practice.
- Collaborate with other sector leads (e.g. Protection, CCCM) and DRC’s partners to explore options for integrated programming.
- Build capacity of DRC’s operations in the use of Market Systems Approaches, including the design of advanced and modern marked-based program models for livelihoods, financial inclusion and food security interventions.
Partnership Management
- Support the localization strategy and strengthen local partner capacities to deliver quality protection activities.
- Manage local partner agreements, overseeing partner grant management, while adhering to donor guidelines and tracking program progress.
- In collaboration with the Programme Manager and grants, oversee partner implementation, reporting throughout the project cycle to track project progress and ensure project objectives are met.
People Management
- Responsible for managing and providing direction to staff in their daily work, performance reviews and implementation of their assigned activities to ensure adherence to work plans, objectives and quality standards.
- Facilitate effective communication and collaboration within the team, supporting capacity building and professional growth opportunities.
Program Development and Strategy
- Assess and identify needs/problems/gaps and propose timely practical actions to respond to contextual changes and economic recovery programing.
- Contribute to development of quality reports, proposals, concept notes, and budgets for Economic Recovery activities
- Contribute to a culture of continuous learning, improvement, and evidence-based adaptation and knowledge sharing across teams and deparments.
- Monitor partner and staff fieldwork through frequent site visits, provide timely communincation, guidance and support.
Monitoring, Evaluation, Accountability and Learning
- Support the development and implementation of MEAL project plan with MEAL and the Technical Coordinator, including proactive monitoring of MEAL tools, including feedback mechanism and follow-up.
- Ensure monitoring activities are fully documented, along with supporting documentation as required under the project/grant and for DRC MEAL purposes, and relevant IM systems are in place.
Safety
- Comply with all global and location-specific safety rules, policies, and procedures. Report safety incidents, near- misses and other relevant information to the safety team as shall be briefed during onboarding. Failure to adhere to these is a disciplinary offence while it may also leave the position holder, their colleagues and DRC Bangladesh, at risk.
- Additional responsibilities include ensuring team members’ safety while they perform duties on behalf of the organization. As a manager, position holder needs to be proactive, take highest level of precautions at their disposal for safety and seek support from the safety team or even senior management team if deemed necessary.
SKILLS AND EXPERIENCES
- Excellent professional track record with a minimum of four years of work experience implementing economic recovery programmes with proven experience around resilience and durable solution programming.
- Strong understanding on Market System Development (MSD) approach and experienced in Market system analysis,
- Significant experience and demonstrated expertise in market based programming (including CVA) and experience conducting detailed market, and livelihood needs assessments.
- Relevant practitioner knowledge of and experience with financial inclusion and food security support. Familiarity with self-reliance programming, including safety net programmes and the Graduation Approach, will be a plus.
- Excellent managerial skills, including planning, organizational skills, problem-solving capabilities, and innovation.
- Excellent interpersonal skills and demonstrated ability to establish effective working relations at all levels, in a multicultural team and operating environment.
- Excellent team building skills, strong communication skills, and proven ability to prioritize tasks and meet deadlines.
- Proven experience in Microsoft applications (Ms. Word, Excel, PowerPoint, and Outlook).
- Proven commitment to accountability practices.
- Proven experience working with local agencies and partners.
- Fluency in English and Bangla, and excellent English writing ability and verbal skills for project proposals, reports, and communications.
- Knowledge and previous experience of the Rohingya refugee response in Bangladesh in livelihood programming.
EDUCATIONAL QUALIFICATIONS
- University or graduate degree in Economics, Socio- Economics, Agriculture, Rural Development, International Development, etc.
- Masters preferred.
