DRC has been responding to various humanitarian crises in Lebanon since 2004, working with Palestinian, Iraqi and Syrian refugees. DRC received registration from the Ministry of Interior in 2011, and since then has focused primarily on responding to the Syrian refugee crisis in Lebanon and the resulting impact on Lebanese host community. DRC Lebanon’s focus is to ensure that we are able to respond to critical emerging humanitarian needs whilst improve the living conditions of displacement-affected populations and contribute to the achievement of durable solutions. With an annual portfolio of $12million, and with approximately 200+ staff, DRC is focusing its response in protection and economic recovery (Ec-Rec) sector in Bekaa, North Lebanon and Beirut. DRC is also contributing to the evidence base and coordination structures in country through our Evidence Generation and referral information management (RIMs) teams.
About the job
The Global Safeguarding & Code of Conduct (Prevention) Specialist will contribute to the development, promotion and roll out of policy to promote a culture which has a zero tolerance to fraud, corruption and safeguarding. They will actively contribute to the implementation of DRC’s prevention approach (supporting trainings, onboardings, compliance checks) support investigations of serious allegations in line with DRC agreed practice, and assist the triage and registration process when relevant. The Global Safeguarding & Code of Conduct Specialist is expected to work in close collaboration with the Global Safeguarding (PSEAH Advisor), the relevant Global Safeguarding & Code of Conduct Coordinators (predominantly MEAE and, to an extent, WANALA)- and to some extent with the Global Investigations Lead and Global Registrar.
Your main duties and responsibilities will be:
Prevention Support (60%)
- Actively contribute, and drive when necessary, the operationalization of the PSEAH and Prevention dimensions across the organization
- Help design, refine and implement the Management Action Tracking Tool
- Maintain and support follow-up of post-case management action plans, including coordination with relevant entities and tracking of implementation progress
- Actively contribute to the data analysis of trends/patterns coming out of the Reports of Suspected Misconduct cartography
- Actively contribute to the Safeguarding & Code of Conduct compliance monitoring across the organization
- Support the drafting of reports and safeguarding performance briefs for leadership, and mitigation measures
- Provide, in support of the Global Coordinators, trainings, refreshers, and onboardings around the Code of Conduct and PSEAH.
- Develop visuals and training materials, maintain the SharePoint, CoC library/repository of tools in order.
- Support, lead when appropriate, the team’s communication and internal tools updating plans.
Investigations Support (30%)
- Investigate (or act as Authorizing Officer) allegations of SEAH, as well as allegations of fraud and corruption- with a focus on Preliminary Assessments
- If applicable, produce high-quality reports on investigation- including donor reports.
Systems support (10%)
- Substitute for the Global Registrar’s tasks (except for Intake Committee chairpersonship) if need be or upon request.
- Support, if need be and if applicable, the team in the updating of case files.
- Lead or support on other tasks as per request from line management
About you
To be successful in this role we expect the following:
Required
- Minimum 3 years of relevant professional experience within humanitarian, development, safeguarding, ethics, compliance or related operational functions.
- Master’s Degree in relevant area,
- Demonstrated understanding of safeguarding / PSEAH / Code of Conduct frameworks and misconduct management processes in humanitarian or international NGO settings.
- Strong organisational and coordination skills, with the ability to manage follow-up across multiple stakeholders, workstreams and deadlines.
- Experience supporting operational prevention initiatives, including trainings, onboarding sessions, awareness activities, or development of practical guidance/tools.
- Ability to analyse information, identify trends or operational risk patterns, and translate findings into practical recommendations and follow-up actions.
- Outstanding drafting skills, including ability to contribute to clear and concise reports, briefing notes, management updates and donor-facing documents.
- Demonstrated ability to handle sensitive and confidential information with sound judgement, discretion and professionalism.
- Strong working knowledge of Microsoft Office applications (particularly Excel, PowerPoint and Word); experience working with case management systems, trackers or monitoring tools is an asset.
- Proven experience supporting or conducting preliminary assessments, reviews, investigations, or case management processes related to misconduct allegations is considered an advantage.
- Fluency in English and Arabic

- Recognized Investigation Certificate preferred
