Report to : Base Manager (Direct Line Manager) and Country Safety Specialist (Technical Line Manager)

Overall purpose of the role:

The Safety Officer is responsible for the day-to-day implementation of DRC’s Safety Risk Management System (SRMS) across Shan State. The role ensures safe, secure, and compliant operations by identifying localized risks, monitoring the security context, and enforcing safety protocols to maintain program continuity. It supports decision-making through timely analysis and reporting, strengthens staff preparedness through training, and enhances coordination and emergency response to safeguard staff, assets, and activities.

Responsibilities:

Safety Risk Management & Compliance

  • Implement the Safety Level System (SLS) and Minimum Operating Safety Standards (MOSS) at the Shan State area office and field bases.
  • Assist in conducting regular Safety Risk Assessments (SRA) for project sites and travel routes within Shan State.
  • Conduct rapid Safety Risk Assessment when the sudden context changes is observed as needed
  • Maintain area-specific safety documentation, including keeping record on SharePoint, staff presence lists, incident tracking, and local security maps.
  • Conduct regular audits of safety equipment.
  • Assist in developing and updating Area’s Critical Incident Management Plan (CIMP), Safety Improvement Plan (SIP), Standard Operating Procedure (SOP), Local Safety Rules (LSR), and Safety Advisory (SA).
  • Review all Field Travel Request (FTR) and Workshop Authorization Forms (WAF) submitted by program and ensure all requested information is present and correct, including tracking team movement/ plan.
  • Context Analysis & Reporting
  • Provide daily, weekly, and monthly security updates to the Base Manager and CSS regarding the situation in Shan State.
  • Identify foreseeable risks to program activities and provide timely advice to facilitate safe access to communities.
  • Submit ad hoc incident reports immediately following any safety event affecting DRC staff or assets.
  • Communicate relevant security-related information to national staff in Shan accordingly, including the immediate advisories through appropriate channels if needed.

Training & Support

  • Deliver high-quality safety briefings to all new staff and visitors arriving in the Shan State area.
  • Ensure all program teams receive a pre-departure safety brief.
  • Assist and facilitate basic safety training and workshops (e.g., HEIST, Personal Safety, safety related awareness, and SRA) for field-based national staff, including necessary drills and awareness.
  • Support the Area Incident Management Team (IMT) during crises or safety incidents.

Coordination

  • Develop and maintain a network of local contacts (humanitarian peers, community leaders, etc.) for information sharing.
  • Act as the local focal point for the maintenance and procurement of safety equipment, such as first aid kits and fire extinguishers.
  • Ensure effective coordination with other agencies including participation in safety coordination meetings with UN agencies, other INGOs, LNGOs and other relevant meetings delegated by the Base Manager.
  • *Perform any other relevant tasks as requested by the Line Manager.

Experience and technical competencies:

  • Bachelor’s degree
  • Diploma or Certificate (Security Risk Management and Security studies or related field).
  • Strong understanding of the current Shan State context, including knowledge of local conflict dynamics and stakeholders.
  • At least 2 years’ relevant experience working in relevant position with a humanitarian or development organization. Experience with partner coordination is a strong plus.
  • Excellent team collaboration and coordination skills.
  • Computer skills (especially Power BI, Word and Excel);
  • Good analytical skills;
  • Excellent interpersonal and communications skills as well as cultural sensitivity; Demonstrated ability to build trusting relationships with communities;
  • Flexible and prepared to travel intensively in the region at short notice.
  • Good working knowledge of English
  • Local ethnic language is a plus. (Chinese (optional) or any ethnic language using in Shan State.)

Conditions

Contract: DRC will offer the successful applicant a DRC’s Regular contract including 3-month probation period. Renewable depends on both funding and performance. Salary and conditions will be in accordance with DRC’s Terms of Employment. The position is in Employment Band H non-management.
