DRC Syria
DRC has been operating in Syria since 2008, initially responding to the Iraqi refugee crisis before pivoting to a full-scale response to the Syria crisis from 2011 onwards. Our work encompasses the full cycle of displacement—responding to life-saving humanitarian needs and supporting community recovery until durable solutions can be achieved. DRC Syria takes an area-based approach to supporting internally displaced persons (IDPs), returnees, and host communities across our key sectors: Economic Recovery and Resilience, Protection, WASH, Shelter and Infrastructure, and Humanitarian Disarmament and Peacebuilding (including Humanitarian Mine Action).
With an established rapid response mechanism, DRC can rapidly respond to emerging crises and shocks to meet acute emergency needs. Recognizing the significant need for early recovery and resilience programming to ensure dignified, sustainable, and cost-effective solutions for fragile communities, DRC’s programmes foster resilience for individuals and communities in situations of protracted displacement and during the initial stages of post-conflict recovery, towards a durable solution of their choice. About the job
The HDP Program Support Officer ensures that DRC’s Humanitarian Mine Action operations receive the equipment, materials, services and logistical support required for safe and timely implementation. The role will also support the program’s rapid scale up across Syria.
The position leads HDP (Humanitarian Disarmament and Peacebuilding) procurement planning and initiates, coordinates, tracks and follows up on procurement requests in close collaboration with the Operations Manager, Head of HDP, Technical Field Managers, field offices and Supply Chain teams. The role also supports operational resource planning, stock management, asset monitoring and the timely delivery of equipment and consumables to field teams.
The position serves as the main focal point between HDP and Supply Chain. It requires a proactive and solutions-oriented individual who can anticipate operational needs, identify bottlenecks and develop practical and creative solutions while maintaining full compliance with DRC and donor requirements.
Duties and Responsibilities:
Procurement Planning
- Develop, maintain and regularly update consolidated HDP procurement plans based on project workplans, deployment schedules, operational needs and donor budgets.
- Coordinate with the Operations Manager, Technical Field Managers, programme managers and field offices to identify and consolidate procurement requirements.
- Prepare and raise accurate and complete Purchase Requisitions in DRC’s ERP system, including technical specifications, quantities, delivery locations, budget lines and required delivery dates.
- Ensure procurement requests are submitted sufficiently in advance to prevent operational delays or field-team downtime.
- Maintain an up-to-date HDP procurement tracker covering all stages from initial planning and request submission to contracting, delivery, receipt and payment.
- Follow up regularly with Supply Chain, Finance, programme budget holders and relevant field teams on outstanding procurement actions.
- Alert the Operations Manager to delays, compliance concerns, budget issues or other risks that may affect project delivery.
- Support the development and review of technical specifications, scopes of work, bills of quantities and technical evaluation criteria.
- Support technical clarifications and communication with suppliers only in coordination with Supply Chain and in accordance with DRC procurement procedures and segregation-of-duties requirements.
- Contribute to market assessments, supplier mapping, cost estimates and the identification of feasible local or international sourcing options.
- Coordinate the timely preparation of Goods Received Notes, service-completion documentation and payment-supporting documents.
Operational Resource Planning, Logistics and Asset Management
- Support the Operations Manager in developing and maintaining resource plans for EORE, NTS, EOD, clearance and other HDP activities.
- Match operational requirements with available personnel, vehicles, technical equipment, consumables, facilities and other resources.
- Maintain an overview of equipment and resources allocated to each project, team and operational location.
- Monitor projected consumption rates, stock balances, expiry dates and minimum stock levels for critical HMA equipment and consumables.
- Anticipate resource gaps and initiate procurement, replenishment, maintenance, repair, replacement or redistribution actions before they affect operations.
- Serve as the main HDP focal point for logistics and supply-chain coordination, including the timely delivery of equipment and consumables to operational teams and field locations.
- Coordinate with Logistics and Warehouse teams to ensure that HDP stock is safely stored, properly recorded and issued only against authorised requests.
- Conduct regular physical stock checks with the responsible support teams and reconcile any discrepancies.
- Monitor the location, condition and operational readiness of technical assets, including detectors, PPE, communications equipment, medical equipment and EOD tools.
- Coordinate maintenance, inspection, calibration, repair and replacement requirements with technical staff and the relevant support departments.
- Ensure staff receiving equipment or consumables complete the required handover, issue and accountability documentation.
- Immediately report any loss, damage, discrepancy or misuse of HDP equipment and support appropriate follow-up.
- Support the establishment and scale-up of new teams, operational bases and field locations.
- Participate in operational planning and procurement review meetings and provide clear updates on priorities, bottlenecks and required decisions.
- Anticipate procurement, logistics and resource constraints and propose practical, compliant and cost-effective solutions to maintain operational continuity.
- Explore alternative sourcing, delivery, maintenance, redistribution and resource-sharing options where standard approaches are not feasible.
- Support coordination with other DRC offices and operational partners where equipment, facilities or resources may be shared.
- Maintain professional contact with relevant suppliers and service providers through authorised DRC channels and in coordination with Supply Chain.
- Undertake field visits to verify operational needs, stock conditions and the delivery, allocation and appropriate use of procured items.
Compliance, Documentation and Reporting
- Ensure all HDP procurement and logistics requests comply with DRC policies, donor requirements, approved budgets and project workplans.
- Verify that the correct project codes, budget lines and donor visibility requirements are applied to procurement requests.
- Maintain complete, accurate and audit-ready procurement, stock and asset documentation.
- Provide regular procurement, logistics, stock and resource-planning updates to the Operations Manager and Head of HDP.
- Support project reporting by providing accurate information on procurement progress, equipment availability and operational constraints.
- Perform other related duties assigned by the line manager to support HDP operations.
Experience and Technical Competencies:
- Minimum three years of relevant experience in programme support, procurement, logistics, supply chain or operational support, preferably within a humanitarian organisation.
- Experience preparing procurement plans, Purchase Requisitions, technical specifications and procurement trackers.
- Experience with stock management, asset tracking and operational resource planning.
- Understanding of humanitarian procurement principles, donor compliance and segregation of duties.
- Strong organisational skills and ability to manage multiple priorities and deadlines.
- Demonstrated initiative, creativity and ability to identify practical solutions in complex operational environments.
- Strong attention to detail and ability to maintain accurate, audit-ready records.
- Proficiency in Microsoft Excel, Word and Outlook.
- Experience with ERP systems, particularly DRC Dynamics, is an advantage.
- Experience supporting humanitarian mine action or other technically specialised operations is highly desirable.
- Familiarity with specialised HMA equipment, PPE, detectors or EOD tools is an advantage.
- Ability and willingness to travel regularly to field offices and operational locations.
Education:
- University degree or technical diploma in supply chain management, logistics, business administration, programme management or another relevant field.
- Equivalent professional qualifications and relevant experience may be accepted.
Languages:
- Arabic - Fluent, reading and writing
- Working knowledge of English
