Expression of Interest: E-CARD/ VOUCHER SERVICES

The Danish Refugee Council DRC anticipates receiving funding from the German Government via Kreditanstalt für Wiederaufbau KfW to support displacement-affected communities in Türkiye.

Through this funding, DRC intends to distribute vouchers up to a value of EUR 3,262,500.00 to approximately 1,700 business start-ups, including Micro and Small Enterprises MSEs and Home-Based Businesses HBBs, during 2026–2027, through one or more E-CARD/ VOUCHER SERVICES PROVIDERS to implement Voucher Assistance Programme.

Required options to deliver vouchers to beneficiaries are as follows:

• Smart cards, pre-paid cards, electronic vouchers - through banks or non-bank

This Expression of Interest EOI is the first stage of a two-stage process, which will be followed by a Request for Proposal RFP.
