Consultancy for The Development of DRC’s Operational Return Guidance and Guidance on Solutions from the Start Approach

The Danish Refugee Council (DRC) is seeking an experienced consultancy firm to develop two flagship pieces of operational guidance that will shape how DRC engages in complex displacement contexts. The assignment focuses on:

1. Operational Return Guidance – updating and translating DRC’s 2018 Return Policy into a clear, practical decision-making and programming framework for voluntary, safe and dignified return.
2. Guidance on DRC’s “Solutions from the Start” Approach – a practical tool to operationalise early, solutions‑oriented programming in crises, including concrete steps for assessment, planning, coordination, monitoring and program design that strengthen self‑reliance from the outset.

DRC is looking for a senior durable solutions and returns expert with a strong track record in policy and operational guidance development. Detailed guidance on specific tender requirements, consultancy objective, and list of deliverables are indicated in Annex F- Terms of Reference.
