Software Development Consultancy for the Design, Development and Roll-out of a Referral Management System

The Danish Refugee Council (DRC) has secured a grant from ECHO to implement a humanitarian aid operation in Somalia. A key component of this operation is active engagement with various coordination bodies to enhance the effectiveness of the humanitarian response through joint efforts in data collection, analysis, planning, and response. This includes, but is not limited to, collaboration with the CCCM Cluster, Somalia Cash Consortium, WASH Cluster, and Protection Monitoring groups.

To support this initiative, DRC Somalia invites proposals for the design, development, and roll-out of a no/low-code information management system. The proposed system must be capable of capturing, managing, storing, processing, disseminating, and visualizing large datasets. It should be fully owned by DRC, including its source code, and must be customizable, secure, and compliant with GDPR regulations.

Therefore, the DRC requests you to submit your proposal as per the following guidelines

• Proposals must adhere to the requirements outlined in this RFP and the attached Terms of Reference (TOR) Annex F.
• All proposals must be submitted in English and remain valid for a minimum period of 90 days.

Note: Bidders who have previously submitted proposals are encouraged to re-submit their bids in response to this RFP.
