Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and implements emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

DRC is currently looking for a Shelter and settlement Team Leader in Mykolaiv.

About the job
The Shelter and Settlement Team Leader will play a key role in managing DRC’s response to shelter and infrastructure rehabilitation needs in Southern Ukraine. This includes leading the Shelter Rehabilitation Team members, providing technical support and guidance to the team, and ensuring effective planning, implementation, and follow-up of all technical aspects of the sector activities implemented by DRC.

The Shelter and Settlement Team Leader will develop and maintain strong relationships with people in need, relevant stakeholders, and other humanitarian actors to support the effective implementation and coordination of DRC’s sector activities. Strong leadership and exceptional organizational skills are essential for success in this position.

The role includes territorial reporting responsibilities and ensures adherence to DRC procedures and guidelines in Southern Ukraine. It will also contribute to the development of territorial strategies, translating them into action plans and day-to-day tasks, and provide support and/or technical guidance to operational activities in the region.

Your main duties and responsibilities will be:

Management:

  • Lead and manage the team (including staff planning, performance, well-being, and development)

  • Ensure effective planning and high-quality implementation of all housing and settlement rehabilitation activities

  • Conduct regular performance monitoring and quality assessments, and provide technical support

  • Provide timely weekly and monthly status reports

Program and Operations:

  • Ensure efficient and effective program implementation in line with the budget and work plan

  • Participate in the preparation of monthly, quarterly, and annual core reports and budgets for donors

  • Lead the team in conducting monitoring and data assessments

Coordination and Representation:

  • Collaborate with relevant internal and external technical experts on sector-related issues

  • Represent DRC at meetings and other relevant technical coordination forums

Project Development:

  • Develop project plans and budgets for funding opportunities

  • Develop and monitor project tools and instruments

  • Oversee project implementation and reporting

  • Monitor and evaluate project progress

Logistics/Finance:

  • Ensure adherence to and monitoring of financial commitments and expenditures in line with the budget, and provide timely feedback on budget execution

  • Plan and coordinate logistics and personnel movements to and from various operational areas in advance

  • Initiate procurement processes and ensure their proper execution

  • Ensure the preparation of distribution plans and their timely submission to the logistics department

About you
To be successful in this role, we expect you to have at least 3 years of experience in management positions within construction projects or in the operation of enterprises, as well as at least 1 year of practical experience in the relevant NGO sector. Moreover, we also expect the following:

Required

  • Completed higher specialized engineering education (construction, architecture, energy, or water supply)

  • Proven management skills and competence in people management

  • Excellent command of MS Word, Excel, and PowerPoint

  • Fluency in Ukrainian and an advanced level of English

Desirable

  • Previous field experience

  • Proven experience in managing construction projects in the energy, water, and wastewater sectors

  • Knowledge of construction legislation

We offer

Contract length: 9 months with the possibility of extension depending on performance and availability of funding after successful completion of a 3-month probationary period.

Band: G-managerial 

Designation of Duty Station: Mykolaiv

Start date: April 2026
