Explosive Ordnance Risk Education (EORE) Officer

The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Sudan since 2004, delivering life-saving programming in protection, emergency response, shelter, food security and livelihoods, disaster risk reduction, camp management, and humanitarian mine action. DRC has implemented projects in Central Darfur, South Kordofan, Gedaref, Port Sudan, and White Nile. Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.

POSITION PROFILE

Overall purpose of the role:

DRC, in collaboration with national partners,is conducting several EORE projects across Sudan, including in White Nile, Khartoum, and Gedaref,  under the supervision of the National Mine Action Center. In addition, DRC conducts other types of EORE interventions, including  (Social Media , CBEORE trainings,  and radio  production/broadcast.

DRC is therefore looking for a dedicated EORE Officer to assist in supporting of following up partners planning/progress and conducting other types of DRC EORE interventions.

The EORE Officer will work in close coordination with the EORE Operation Manager, EORE partners and HMA Operations Manager to support the planning and progress of the EORE teams and conducting CBEORE trainings, and ongoing management of the CBEORE network of trainees. He/she will support in training facilitation of EORE to other partners team members, coordinate the development of awareness raising materials, and support in project monitoring and delivering quality reporting of EORE activities.

DUTIES & RESPONSIBILITIES

Key Responsibilities:

Implementation

  • Assist in providing support to the prioritisation, planning, delivery and monitoring of EORE activities, ensuring compliance with National Mine Action Standards and DRC’s Standard Operating Procedures
  • Support induction and training of new EORE team members and partners
  • Responsible to provide EORE induction to other DRC sector teams on a regular basis.
  • Support on the development of tools and methodology for community-level survey activities supporting baseline / end line data collection, and Knowledge, Attitude and Practices (KAP) surveys
  • Ensure the quality of EORE sessions delivered in the community using DRC’s quality assurance tools
  • Assist in   the development of EORE awareness raising materials, social media messages and EORE public information campaigns with the EORE teams
  • Develop and maintain close coordination with the project’s partners, under coordination of EORE Operation Manager.Assist as focal point for day-to-day coordination and participate in partner capacity assessment and provision of support as required
  • Conduct CBEORE trainings and maintain good linkage (network) with CBEORE volunteers and share CB reports.

Reporting

  •  Keep accurate records of projects activities and outputs, and ensure project monitoring databases are up to date according to DRC procedures
  • Report issues faced during projects implementations to the EORE operation manager and HMA operation manager.
  • Coordinate the development of success stories and lessons learned for development of donor reports and case studies

SKILLS AND EXPERIENCES

Experience and technical competencies:

  • Vocational school, higher education is an asset
  • At least 3 years’ training and experience in EORE are a must
  • Knowledge of International/ National Mine Action Standards
  • Previous experience and formal training in Non-technical Survey planning and conducting operations will be an asset.
  • Experience in conducting community Based EORE (CBEORE) trainings.
  • Experience in conducting surveys, data collection and analysis
  • Computer literate
  • Effective communication skills (written and verbal) in Arabic and in English
  • Excellent planning and organizational skills
  • Excellent ability to work in a team
  • Good knowledge of local communities and community dynamics
  • Experience and willingness to work in the field in remote and volatile areas

EDUCATIONAL QUALIFICATIONS: (include certificates, licenses etc.)

  • Vocational school - higher education is an asset

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for national employees.
