Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations. 

DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and will continue to implement humanitarian response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

DRC is currently looking for a Base Manager based in Shotska (Sumy Oblast’), Ukraine.

About the job:

As a Base Manager, you will be responsible for ensuring that the programme implemented in Ukraine and its support structures at the field office level are well-designed, donor-compliant, efficient, properly resourced, and aligned with DRC accountability principles (Core Humanitarian Standards). You will report to the Area Manager and work closely with the Regional Support Team to ensure the highest quality programme implementation within your area of responsibility. Additionally, you will be responsible for building relationships with key external partners and other stakeholders in the region.

Your main duties and responsibilities will be: 

  • Provide stable and reliable leadership by managing support departments and providing daily support to programme teams operating in Shostka and communities in northern Sumy Oblast. This includes resolving misunderstandings and offering guidance, recommendations, and instructions as needed.
  • Participate in the core HR management functions of support departments, including motivation, recruitment, and disciplinary actions.
  • Oversee finance, administrative staff, and logistics to ensure expenditures comply with DRC procedures, donor regulations, and national legislation.
  • Ensure implementation and staff understanding of all accountability tools (e.g., CHS, DRC Staff Code of Conduct) in the office.
  • Ensure office security, staff safety, and asset protection within your area of responsibility, in coordination with the Security Department.
  • Understand the local context, including the needs, resources, and other actors in DRC’s operational area. Coordinate with other DRC departments for information sharing.
  • Support planning of programme staff activities.
  • Assist programme staff in identifying procurement and funding needs.
  • Join field visits to independently monitor programme activities for quality, effectiveness, and impact, and help address challenges when necessary.
  • Facilitate information exchange between support and programme functions, across field offices, ensuring decision-makers have up-to-date information and staff at all levels have an additional channel to express insights and expert advice.
  • Support assessments and fact-finding missions for the creation of new or follow-up projects, providing necessary support for concept notes, proposals, and reporting.

About You:

To succeed in this role, you are expected to have at least 2 year of management experience in international non-governmental organizations or relevant sectors. Moreover, we also expect the following:  

 Required  

  • A university degree in a relevant field or proven experience.
  • Strong people management and leadership skills.
  • High-level writing and public speaking skills in English and Ukrainian.
  • Knowledge and experience in finance, procurement, security, and HR management in Ukraine and humanitarian organizations.
  • Project management experience and proven organizational skills.
  • Experience working with national partners and local/state authorities.
  • Professional experience working with internally displaced persons and/or refugees.
  • Fluency in English (speaking, writing, reading) – mandatory.
  • Fluency in Ukrainian – mandatory.

Desirable 

  • Prior experience with DRC is an advantage

  • Contract lenght: 3-month probation period with potential extension depending on performance and funding availability
  • Band: F2 – management
  • Designation of Duty Station: Shostka
  • Start date: May 2026

Salary and benefits in accordance with the Danish Refugee Council National Staff Terms of Employment.
