Overall purpose of the role:
The Safety and  security Officer (SO) is responsible for ensuring the proper application of DRC’s Safety Risk Management System (SRMS) under the direction of the Country Safety Manager.The SO will daily briefings and context assessments as well as cultural briefings and will travel to the field at short notice to assist the projects where needed. Under the direction of the Head of safety , the SO will manage improvements to the DRC Operation and will make recommendations to the field teams in close cooperation with the head of safety .

Responsibilities:
• Advise and update the Head of Safety on all security matters within the mission
• Ensure that MRT safety Sops and related emergency evacuation plans delegated by the Head of safety are implemented and identify where recommendations have not been followed
• In close cooperation with the Head of Safety and the Area Manager, conduct scheduled and ad hoc risk assessment with accompanying mitigation strategies and contingency plans
• In close cooperation with the Head of Safety, investigate all critical incidents and mitigation measures related on the deployment
• Maintain information networks and liaison with security and law enforcement agencies as well as local security focal points and other organizations within the mission area
• Contact authorities and other stakeholders and provide awareness about humanitarian principles to various groups • Prepare Clearance document from authorities for all equipment’s before sending on the Field
• Give the pre-departure briefing before deployment and after and post mission debrief including action plan
• Accompany the Mission team to the Juba Airport and ensure all clearance are approved timely
• Support the Head of safety in the delivery of training and SOP seminars for all DRC team
• Submit SITREPs and compile incidents as required / requested
• Travel to the field sites for routine and ad hoc visits to offer security advice and Security Risk assessment
• Conduct specific safety assessment for and mitigation for the MRT deployed on mission
• Act as the safety/security focal point for Mobile response locations;
• Provide all Mobile response staff with regular security briefings and updates and ensure that all staffs
• adhere to security policies and procedures during field missions;
• Advise and update the Mission team leader and safety advisor/manager on all security matters within the mobile field missions;
• Review the Movement plan before submission to the head of safety.

Experience and technical competencies: 

  • Essential: Minimum 3 year of experience with an international or national  organization ,  Minimum 1-year deep field experience as security focal point / manager
  • Proven experience using a range of communications measures to update managers of evolving security situations
  • Flexible, team player, calm under pressure ; Excellent communication/negotiation skills ; Willingness to travel to the field with minimal notice
  • Fluency in English, Juba Arabic and at least one other South Sudanese language
  • Diploma or degree in Security Management
  • Computer literate
