DRC has been responding to various humanitarian crises in Lebanon since 2004, working with Palestinian, Iraqi and Syrian refugees. DRC received registration from the Ministry of Interior in 2011, and since then has focused primarily on responding to the Syrian refugee crisis in Lebanon and the resulting impact on Lebanese host community. DRC Lebanon’s focus is to ensure that we are able to respond to critical emerging humanitarian needs whilst improve the living conditions of displacement-affected populations and contribute to the achievement of durable solutions. With an annual portfolio of $10million, and with approximately 180+ staff, DRC is focusing its response in protection and economic recovery sector in Bekka, North Lebanon and Beirut. DRC is also contributing to the evidence base and coordination structures in country through our Evidence Generation and RIMS teams.

 

About the job

The overall role of the Humanitarian Mine Action (HMA) Non Technical Survey (NTS)/Explosive Ordnance Risk Education (EORE) Team Member is to implement NTS/EORE activities with DRC HMA Programme in Lebanon. The HMA Team Member will be based in DRC Bekaa office but may be required to deploy to other areas of Lebanon (including The North, Akkar and Baalbeck Hermel Governorates) to respond to emergency tasks or as the programme area of operations expands. The team member is responsible for performing all assigned HMA tasks within their respective team, based on their training and qualifications and assigned by the HMA (NTS/EORE) Team Lead and HMA Coordinator. Strict adherence to safety protocols and Standard Operating Procedures (SOPs) is required to ensure the secure and effective implementation of HMA activities. The role involves working under supervision and monitoring of the HMA (NTS/EORE) Team Lead and closely working with other members of the team and local authorities to facilitate safe and efficient operations. 

 

Your main duties and responsibilities will be to:

  • Conduct NTS/EORE activities safely and in accordance with DRC SOPs. 
  • Conduct NTS related desk assessment 
  • Identification and assessment of hazardous areas through NTS activities that will enable safe return of communities and/or productive use of land. 
  • Conduct marking of contaminated areas activities, as part of NTS, as per national mine action standards (NMAS) 
  • Lead Community Liaison (CL) efforts to maximize impact and ensure community participation.  
  • Deliver EORE sessions to communities, including adults, adolescents, and children, in line with DRC's established procedures and methodologies. The role involves supporting the coordination of EORE activities, liaising with other DRC sectors for an integrated approach, and ensuring the smooth implementation of field activities. 
  • He/she will contribute to the development of EORE materials, and maintain accurate records of activities and data, all while ensuring compliance with quality standards and reporting requirements internally withing DRC and using the information management system in mine action (IMSMA). 
  • He/She will be deployed for NTS/EORE activities following the procedures outlined in the SOPs, NMAS and IMAS.  The role contributes to DRC’s localisation approach by ensuring respectful engagement with affected communities and coordination with national mine action authorities during field implementation. 
  • Assist the NTS/EORE Team Lead in the identification of areas for NTS processes through desk assessments. 
  • Assist the NTS/EORE Team Lead in the planning of NTS tasks.  
  • Implement NTS processes in compliance with relevant SOPs, NMAS and IMAS as well as Lebanon Mine Action Center (LMAC) guidelines, including desk research, individual interviews, focus group discussions (FGD), key informants interviews (KII) and reporting.  
  • Assist marking activities in line with internal SOPs and NMAS. 
  • Comply with timelines, deadlines, and quality standards and SOPs. 
  • Understand and follow all safety SOPs in Lebanon and communicate any change on the security situation to the NTS/EORE Team Lead. 
  • Conduct CL activities prior to, during and after all HMA activities verify the relevance of the intervention. 
  • Ensure community feedback and concerns are accurately recorded and reported to the Team Lead in line with DRC accountability procedures. 
  • Maintain working relations with local authorities, LMAC focal points (as needed), and affected communities in areas of intervention.  
  • Ensure and maintain the equipment in good condition and report any damage to the NTS/EORE Team Lead. 
  • Drive DRC vehicles during operations when required, following organizational and local driving regulations. 
  • All other responsibilities included in the approved NTS/EORE SOP. 
  • Planning, Coordination, and Context Analysis 
  • Participate in the development of activity workplans and follow them accordingly. 
  • Comply with field coordination directions of NTS/EORE Team Lead and flag uncoordinated efforts to them. 
  • Actively participate in internal NTS/EORE team meetings and share pertinent updates. 
  • Liaise with other DRC sectors to ensure an integrated approach. 
  • Maintain up-to-date knowledge on the context, including Explosive Ordnance (EO) contamination.   
  • Implementation of Explosive Ordnance Risk Education 
  • Conduct EORE sessions for adults, adolescent, and children according to DRC EORE SOPs, using standard and approved methodologies. 
  • Support HMA workshops, events, and other such public events, organised by DRC. 
  • Conduct CL activities and data collection with local communities. 
  • Assist the development of EORE materials, methodologies, and tools as needed.  
  • Upon request, support procurement efforts, including developing the required documentation. 
  • Contribute to the lessons learnt reports on EORE activities. 
  • Cooperate during EORE (internal and external) monitoring as well as in-country or HQ Quality Assurance/Quality Control. 
  • Any other task assigned by the Team Lead.

 

About you

To be successful in this role we expect you to have the following:

  • Certificate/Accreditation of successful completion of NTS/EORE training course by LMAC. 
  • Knowledge of Mines and UXO encountered in Lebanon (Basic EO recognition). 
  • Excellent knowledge of topography and map drawing, basic handling of compass, GPS, laser range finder and digital camera. 
  • Understanding of contamination size and problem in Lebanon. 
  • Knowledge of national mine action stakeholders in Lebanon, including LMAC and relevant local institutions. 
  • Knowledge of local communities; actual inhabitants of these areas are preferred. 
  • Basic knowledge of MS Office programs. 
  • Good organisational skills. 
  • Excellent communicational skills. 
  • Excellent ability to work in team.
  • At least 1 year of proven previous experience in EORE/NTS and/or community Liaison. (Desirable)
  • Diploma or equivalent professional qualification
  • Fluency in Arabic and basic knowledge of English
