Overall purpose of the role:

The Supply Chain Officer is responsible for the effective, compliant, and accountable implementation of supply chain activities within the assigned area, including procurement of goods and services, warehousing, transportation of goods and staff, vehicle fleet management, and general logistics support to programme operations.

The role ensures that all supply chain processes are carried out in full compliance with DRC’s operational procedures, guidelines, and donor requirements, while promoting efficiency, value for money, and transparency.

With an area-based focus, the Supply Chain Officer contributes to the development and implementation of area-level supply chain strategies and action plans, translating them into day-to-day operational activities in line with programme needs.

The role provides technical support, capacity strengthening, and guidance to base-level operations to ensure consistent application of DRC standards and continuous improvement of supply chain performance.

 

About the job:

Key Responsibilities:

  1. Procurement:
  • Ensure timely, cost-effective, and transparent procurement of goods, services, and works in compliance with DRC and donor regulations, in coordination with the Supply Chain Specialist (SCS).
  • Coordinate with SCS and SCM to ensure appropriate procurement processes are followed, including emergency procurements.
  • Track all procurement processes (Purchase Requests, RFQs, Purchase Orders) from planning through to delivery and final receipt.
  • Prepare and compile RFQ documentation, tender dossiers, and Tender Opening Committee (TOC) reports for review and approval.
  • Participate in bid evaluations, ensuring all evaluation documentation (technical and financial evaluations, negotiation minutes, and recommendations) is complete, accurate, and compliant.
  • Support the preparation and amendment of supplier and service provider contracts.
  • Liaise with suppliers to establish realistic delivery schedules and monitor supplier performance, including timeliness and quality of delivery.
  • Participate in joint verification of delivered goods, services, and works to ensure compliance with technical specifications and quantities.
  • Maintain accurate, complete, and audit-compliant procurement files (soft and hard copies) in line with DRC Archiving SOPs.
  • Ensure all procurement trackers and databases are regularly updated and shared with the SCS.
  • Ensure supplier due diligence, including screening against anti-terrorism and compliance databases.
  • Facilitate timely submission of supplier payment documentation to Finance.
  • Ensure procured assets are properly registered in the ERP system (Dynamics) and archived on SharePoint/E-Filling in line with SOPs.

 

  1. Logistics & Warehousing:
  • Support coordination of logistics services through relevant clusters and partners (e.g., Logistics Cluster, UN agencies, Atlas Warehouse), under the guidance of the Supply Chain Specialist.
  • Register and request logistics services through established coordination platforms and portals.
  • Ensure proper storage, handling, and stock management in line with the DRC Operations Handbook.
  • Maintain accurate and up-to-date stock records and inventory data within the ERP system.
  • Monitor stock quality and report any discrepancies or damages, ensuring proper disposal procedures are followed where required.
  • Ensure timely loading, unloading, and dispatch of goods.
  • Follow up with programme teams on receipt and confirmation of goods in transit.
  • Monitor expiry dates of consumables and ensure appropriate stock rotation (FIFO/FEFO).
  • Prepare and submit accurate and timely stock movement and inventory reports to the SCS/SCM.
  • Support the management and maintenance of office and guesthouse facilities, including generators where applicable.
  • Monitor generator usage, maintenance schedules, and fuel consumption, reporting variances as needed.

 

  1. Fleet Support:
  • Support planning and scheduling of vehicle movements to ensure efficient and safe transport services for programme implementation.
  • Ensure availability and proper use of vehicle movement schedules, including weekend and on-call arrangements where required.
  • Monitor vehicle usage and fuel consumption, conducting regular spot checks and reporting anomalies with analysis to the SCS.
  • Ensure all vehicles are compliant with legal requirements (registration, insurance, licensing) and equipped with required safety items (first aid kits, spare tires, emergency tools, branding).
  • Ensure proper use and completion of vehicle logbooks; prohibit use of vehicles without valid documentation.
  • Monitor driver performance and behavior, reporting issues and coordinating with SCS and Safety team to address risks and improve standards.
  • Ensure regular vehicle inspections are conducted, and faults/damages are reported and addressed promptly with service providers.
  • Maintain complete and updated driver files, including licenses, contracts, tests, and compliance documentation.
  • Compile and submit monthly fleet utilization and performance reports.
  • Ensure adherence to DRC Fleet Management SOPs and Vehicle Policy.
  • Coordinate with the Safety Department to ensure fleet operations comply with security and safety procedures.

 

  1. Asset Management (Fixed Assets):
  • Ensure all organizational assets are properly registered, tagged, and recorded in the ERP system (Dynamics) in line with DRC Asset Management procedures.
  • Maintain an accurate and up-to-date asset register, ensuring all asset records are complete, verified, and regularly reconciled.
  • Oversee the tracking, allocation, and movement of assets across locations, ensuring proper documentation (Asset Issue Forms, Asset Transfer Forms, etc.).
  • Conduct periodic physical asset verifications and annual asset inventories, ensuring discrepancies are investigated, reported, and resolved.
  • Ensure all assets are used in accordance with DRC policies and are assigned to responsible staff with proper documentation.
  • Monitor asset condition and coordinate timely maintenance, repair, or replacement as required.
  • Manage asset disposal processes (write-off, transfer, sale, or donation) in compliance with DRC and donor regulations, ensuring proper approvals and documentation.
  • Ensure all asset-related documentation is properly filed (soft and hard copies) and maintained in line with DRC Archiving SOPs for audit purposes.
  • Support audits by providing complete and accurate asset documentation and responding to audit queries in a timely manner.
  • Provide guidance to staff on proper asset use, management, and accountability in line with DRC policies.

 

  1. Compliance & Reporting:
  • Ensure all supply chain activities are conducted in accordance with DRC SOPs, donor regulations, and the DRC Code of Conduct.
  • Maintain high standards of documentation, transparency, and audit readiness across all supply chain functions.
  • Contribute to continuous improvement of supply chain processes and performance within the area of responsibility.

 

  1. Other Duties:
  • Assist in the recruitment, onboarding, training, and capacity strengthening of supply chain and logistics staff, contributing to team development and performance improvement.
  • Provide technical guidance and on-the-job support to team members to ensure adherence to DRC procedures and continuous skills development.
  • In exceptional cases, and upon prior written approval of the Line Manager, support other departments in operational needs as required.
  • Contribute to cross-functional collaboration with programme, finance, HR, and support departments to ensure efficient service delivery.
  • Support internal and external audits by ensuring availability of required documentation and addressing audit queries in a timely manner.
  • Identify and proactively report risks, challenges, and gaps within supply chain operations, and propose practical mitigation measures.
  • Ensure adherence to DRC’s Code of Conduct, safeguarding policies, and ethical standards at all times.
  • Perform any other duties as assigned by the Line Manager relevant to the role and operational needs.

 

About you

Experience and technical competencies: (include years of experience)

  • Minimum of 2 years of relevant professional experience in supply chain, logistics, or procurement functions within an NGO or international organization.
  • Demonstrated experience working with UN agencies or international/non-governmental organizations is an asset.
  • Proven knowledge of supply chain procedures, including procurement, logistics, warehousing, and fleet management.
  • Good understanding of donor rules and regulations (e.g., EU, UN, and other major international donors) related to supply chain and procurement.
  • Experience in contract management and supplier/vendor relations.
  • Proficiency in ERP systems (e.g., Dynamics) and strong command of MS Office applications (Word, Excel, Outlook, PowerPoint), with emphasis on Excel for tracking and reporting.
  • Strong analytical, organizational, and problem-solving skills with attention to detail.
  • Good interpersonal and communication skills, with the ability to work effectively in a team and in a multicultural environment.
  • Ability to manage multiple tasks, meet deadlines, and work under pressure in complex operational contexts.
  • Demonstrated commitment to humanitarian principles and values, including neutrality, impartiality, and accountability.
  • Commitment to and understanding of DRC’s mandate, values, and Code of Conduct.

 

Education: (include certificates, licenses etc.)

  • University degree in Supply Chain Management, Logistics, Business Administration, Economics, Engineering Management, or a related field.
  • Professional certification in Humanitarian Logistics, Procurement, or Supply Chain Management is considered an advantage.
  • Additional relevant training or certifications in supply chain, contract management, or logistics operations will be an asset.

 

Languages: Fluent in Writing and Speaking

  • Fluency in Arabic
  • Advanced English proficiency

  • Internal: Area Manager, Support teams in Gaza and in Amman, Programme teams in Gaza.
  • External: Suppliers, local partners, Log Cluster, other NGOs.
