Overall purpose of the role:
The ProLAC Manager leads the ProLAC initiative, a regional initiative that brings together humanitarian organizations in Latin America to strengthen protection monitoring and analysis through harmonized approaches and tools, to generate evidence to inform humanitarian response and strategic advocacy. Under the supervision of the Steering Committee, the ProLAC Manager will lead ProLAC initiative, providing coordinated and strategic leadership for its implementation and further development. This role is responsible for strategy development, coordination with partners and relevant stakeholders (duty-bearers, UN agencies, Civil Society Organisations), planning and implementation, advocacy and external relations, and fundraising. The ProLAC Manager will also be responsible for managing the ProLAC budget and the team consisting of 7 staff.
Responsibilities:
Management of the ProLAC Initiative.
- Ensure overall leadership of the initiative and strategic direction is implemented in line with decisions from the ProLAC steering committee.
- Supervise the overall implementation of ProLAC activity frameworks and ensure program quality of the initiative,
- Identify opportunities for strategic development and engagement for ProLAC in the region.
- Chairthe ProLAC Steering Committee; organize regular meetings including setting the agenda, document, disseminate, implement decisions, and follow up as required.
- Manage and coach the ProLAC team, including 7 staff members.
- Liaise and ensure good communication between the ProLAC technical group and the ProLAC Steering Committee.
- Supervise the capacity building and localization component of the initiative, including coordination at the director level with local partners.
- Responsible for the overall ProLAC project management with support for DRC and partners teams.
- Responsible for ProLAC related grant management: regular updates, interim and final reports.
- Support resource mobilization for the initiative and coordinate with DRC and NRC grants and program staff for new proposal writing and budgeting.
Technical Supervision the initiative
- Chair the ProLAC technical committee and organize monthly meetings and ensure follow-up on action points.
- Oversee the overall quality of ProLAC protection monitoring tools and outputs, ensuring appropriate quality assurance processes are in place.
- Ensure the quality and review of all ProLAC analytical, protection monitoring, and advocacy outputs, and coordinate the necessary sign-off processes with relevant partners.
- Oversee the overall capacity building process and activities to ProLAC partners.
- Oversee knowledge sharing across teams and promote learning and capacity development of ProLAC partners.
External Engagement, Advocacy, networking and coordination
- Act as the spokesperson for the ProLAC initiative in regional fora and with key stakeholders.
- Promote the ProLAC initiative and coordinate with key stakeholders in Latin America and globally, including donors, the regional protection sector, national protection clusters/protection working groups and other national and regional fora.
- Supervise the dissemination of ProLAC PIM products, ensuring protection monitoring outputs are disseminated to key regional and national stakeholders including humanitarian actors, donors, academia, and duty-bearers.
- Lead the development and implementation of the ProLAC advocacy plan and ensure the relevant quality reviews and sign off as required.
- Act as the ProLAC focal point for donor engagement and liaise and coordinate with the ECHO regional focal point.
Required Skills & Qualities
- At least 7 years of experience of designing, managing and implementing protection programmes.
- Previous experience in a similar multi-stakeholders regional or global role (consortium lead, multi-country projects).
- Proven experience in developing professional and personal networks.
- Previous work experience in Latin America.
- At least 5 years' experience with people management.
- At least 3 years of experience with PIM, protection monitoring and analysis
- Advanced coordination skills and experience working with high-level humanitarian and political stakeholders and key regional and national stakeholders.
- Proven experience of project cycle management.
- Knowledge of code of conduct principles and the HR systems for performance management.
- Knowledge of key donor policy and compliance procedures.
- Excellent communication skills (written and oral) in Spanish and English (Full proficiency)
- Ability to work in a multinational and multicultural environment.
- Proven analytical and critical thinking skills.
- Cultural sensitivity and interpersonal skills.
- Demonstrated ability to manage and coordinate multiple issues simultaneously, define clear objectives, set priorities, and allocate time and resources effectively.
Education:
Master’s in human rights, international law, international relations, law or similar areas.
Languages:
Full proficiency in Spanish and English.
