DRC has been responding to various humanitarian crises in Lebanon since 2004, working with Palestinian, Iraqi and Syrian refugees. DRC received registration from the Ministry of Interior in 2011, and since then has focused primarily on responding to the Syrian refugee crisis in Lebanon and the resulting impact on Lebanese host community. DRC Lebanon’s focus is to ensure that we are able to respond to critical emerging humanitarian needs whilst improve the living conditions of displacement-affected populations and contribute to the achievement of durable solutions. With an annual portfolio of $12million, and with approximately 200+ staff, DRC is focusing its response in protection and economic recovery (Ec-Rec) sector in Bekaa, North Lebanon and Beirut. DRC is also contributing to the evidence base and coordination structures in country through our Evidence Generation and referral information management (RIMs) teams.
About the job
The Site Management and Coordination (SMC) Officer ensures a multi-sectoral response to assist and protect displaced populations in communal settings, the role ensures that displaced affected populations receive coordinated humanitarian assistance and protection while maintaining dignity and safety. Under the supervision of the Site Management and Coordination (SMC) Team Leader, the SMC Officer is responsible for district-level coordination and management in collective shelters and self-settled sites hosting displaced affected populations in Beirut and Mount Lebanon, North, and Bekaa including affected migrant workers and refugees. The main aim is to ensure the timely and quality implementation of activities and follow up of all technical aspects of emergency activities being implemented by DRC. This is a field-based position and requires spending extended periods of time in the field daily. The role further requires establishing relationships with local stakeholders, capacity building, community engagement, and information management, in close collaboration with other DRC field teams. Your main duties and responsibilities will be:
Support and Representation:
- Coordinate and maintain constructive relationships with other local government institutions, local NGO partners, Migrant-led NGOs and civil society organizations supporting informal migrant displacement sites, other international organizations, in coordination with the other team members
- Attend relevant sector/ area level meetings and working groups in coordination with other SMC team members
- Ensure DRC’s principles and approaches to emergencies are integrated into the response
- Ensure DRC is positioned as a leading emergency actor within the Area, including sharing emergency information to inform and guide the overall Emergency and Recovery
- Initiate procurement of emergency programme goods, services, and works, and ensure their delivery in compliance with DRC guidelines and SOPs
- Ensure distribution plans are prepared and shared with Finance, Supply Chain and Safety in a timely manner
- Escalate and support coordination of HLP concerns, such as eviction threats, lack of space, etc.
Site Management Coordination and Representation:
- Represent DRC with communities, local authorities, site partners, and other stakeholders
- Build and maintain mutually respectful relationships with site management, service providers, local authorities, IDP community members and Migrants as well as host community members
- Foster collaborative relationships with local authorities to facilitate the implementation of activities
- Attend and facilitate meetings with stakeholders, such as local authorities, Clusters, NGOs, INGOs, UN, IDPs and migrant-led groups, including translation of meeting proceedings and provision of meeting minutes
- Work with the authorities (MoSA/MEHE) and SMC/CCCM teams to have active, updated and actionable relocation/ contingency plans per site
- Support in preparation of area-based coordination meetings when applicable
- Support other teams in conducting multi-sectorial assessments of IDP & Migrant workers’ needs
- Support in establishing and training representative and inclusive community committees at sites where relevant
- Work closely with Protection teams to ensure Protection mainstreaming in DRC’s activities and referral of cases
- Monitor sites to identify needs, new arrivals, gaps in service provision, and duplication of efforts at IDP collective sites or Migrant workers sites
- Ensure referral and escalation of gaps and needs to service providers within the humanitarian community
- Manage and supervise distributions at government and informal collective sites or shelters hosting migrants
- Perform any other duties assigned by the SMC Team Leader i to advance DRC's interventions
Community participation and representation:
- Establish, support, and aid in the design of site management committees where relevant, and support existing committees
- Support representative committees and community groups, ensuring Inclusion is the main factor in composition of any community-based targeting
- Support and promote the participation of women, youth, people with specific needs, elderly, and marginalized groups in camp governance mechanisms and SMC Activities
- Lead information campaigns/ awareness raising activities on relevant topics within the community
- Ensure that referral pathways are functional across DRC-managed sites/areas
- Jointly with the protection and GBV teams take lead to initiate safety audits across IDP or Migrant workers collective sites and shelters
- Support beneficiary’s identification, assessment and selection processes
- Oversee the implementation of the Community Feedback Mechanism (CFM) by the SMC/CCCM team in sites
- Support site planning to ensure that site residents can live in dignified conditions
- Plan, support, and organize social cohesion-building activities at IDP &Migrant workers Informal collective sites
- Ensure CCCM/ SMC programming is community-led and incorporates genuine community feedback and engagement throughout the project cycle
- Facilitate the development and monitor the implementation of Quick Impact Projects (QIPs) or Community Led Projects (CLP)
Information Management:
- Establish, maintain, and actively utilize networks of key informants at IDP and migrant workers sites
- Ensure the timely registration of new arrivals and departures, including identification of Protection-related needs
- Support in the drafting of weekly situation reports and provide other relevant information on site conditions and services
- Provide, document, and track timely referrals and service requests to key partners
- Update public information boards with site management and partner information - ensure that the information is accessible to everybody, including non-literate populations.
- Support in conducting data collection exercises as relevant: intention surveys, population count, satisfaction surveys, site monitoring, etc.
About you
To be successful in this role we expect the following:
- Previous experience working in the field with an INGO/UN agency and in an emergency setting, including direct engagement with affected populations.
- Experience in assessing/mapping beneficiary needs, and tailoring community led projects, implementing community based programming
- Diploma / Bachelor’s degree in relevant field
- Knowledge and understanding of the complexity related to migrants, refugees and IDP situations
- Min. 2 years of experience in a similar job or related job
- Strong coordination and leadership skills
- Ability to manage information systems and reporting
- Experience in effective communication and community engagement
- Good computer skills especially in MS Word and MS Excel
- Experience in working with Kobo and basic data analysis
- English (Professional Working Proficiency)
- CCCM/SMC and protection experience is desirable
