ABOUT THE JOB
The position is responsible to ensure that all logistical matters are dealt in accordance with organizational standards and policies, this includes weekly, monthly activities reports to the immediate supervisor. Supply chain Officer oversees three main areas (Procurement mainly and supporting logistics operation based on the need) controlling and manages and deliver all required actions. He/she also supports the logistics unit in daily operation activities.
Responsibilities:
Logistics (70-80%):
- Understand, respect and control DRC policies and procedures.
- Support the Supply Chain department by carrying out tasks for the control of assets/GPE for DRC programmes and ensuring that all relevant work is completed up to date on DRC dynamic and paper base.
- Coordinate closely with Finance & Administration Department to ensure all reports is correct for accurate and timely reporting to Donors & Government Departments
- Focus on supporting transparency and accountability of the organization.
- Maintain accurate system for regular updating of offline/dynamic asset/GPE databases and in online DRC Dynamic.
- Manage and develop skills and capacity of the Asset/GPE Assistants working under his/her supervision.
- Ensure, newly purchased assets/GPE are correctly tagged, and recorded on offline GPE database and Dynamic.
- Support Fleet officer/ Warehouse officer in case of need.
- Check new equipment before signed in, as per PO report.
- Provide service timely to the other staff and teams when it comes to signing out equipment and expendables.
- Three-way matching of procurement document.
- Responsible for physical inspection of assets/GPE to be done on a regular basis, also ensuring that the stock is stored correctly and rotated effectively.
- Responsible for the Explosive Monthly Report to regional police department and Kabul office.
- Maintaining and updating records, supervises and controlling the entire DRC Asset/GPE and Dynamic countrywide in coordination with Site Supply Chain officers/Assistants.
- Maintaining and updating records, supervises and controlling all the DRC Explosive countrywide in coordination with Governments/Site Supply Chain officers/Assistants.
- Updating Donors/project and MoE reports.
- Any other tasks and duties assigned by line manager, such as providing cover for a colleague who is away.
- Ensure 100% Physical assets verification conducted bi-annually.
- Ensure yearly Disposal conducted for Damage beyond repair and useless asset/GPE through asset disposal Journal.
- Report and follow up on incidents, damages, and losses, ensuring proper documentation.
- Support audits and reporting requirements related to logistics functions.
Procurement (20-30%):
- Support on procurement all materials and equipment ordered by the projects in a cost-effective and transparent manner in line with DRC and donor specific policies, in collaboration with SCM.
- Regularly review, update, and share the information management databases and trackers to supply chain managers.
- Prepare the RFQ/ITB relevant documents, as well as participate in tender opening and finalizing the tender/TOC reports for all procurement responsible for with supporting preparation of contracts and amendment of contracts.
- Participate in evaluation of bids and proposals and make sure the bids evaluation report, technical evaluation, minutes of negotiations and negotiated contract in selection of consultants contain all the facts and information required to justify the recommendations made in the report.
- Ensure procurement files are accurate, and records are complying to DRC and donor procurement policies, filing system is properly established as per Archiving SOP, and all soft copies and hard copies of procurement files are accessible and manageable by auditors.

ABOUT YOU
To be successful in this role you must have:
Experience and technical competencies:
- At least 3 years of progressively responsible experience in logistics operations in similar role.
- Experience of working UN or with NGOs
- Understanding of the Supply chain rules and regulations of major international donors.
Education/qualifications:
- University degree in Logistics, Business Administration or Equivalent
- Solid computer skills (Word, Excel, PowerPoint)
- Very good skills MS Word, Excel, Outlook, Power point
Languages:
- Good English writing and oral communication skills
- Good knowledge of both Dari and Pashto
