Overall purpose of the role:
• The Team Leader supervises Economic Recovery Officers and Assistants, supports daily planning and follow-up, monitors implementation quality, and ensures effective coordination with local authorities, private sector actors, service providers, and other stakeholders. The role also supports the use of labour market information, decent work standards, beneficiary data systems and field-level learning to inform implementation.
• To strengthen the existing services, DRC seeks to use data-driven, market-based, and sectoral interventions that create a more sustainable impact for displacement-affected populations through dignified, decent, and safe income generation activities. Current program activities include:
• 1.Supporting wage employment participants through outreach, intake, labour market information sessions, employability support, work-based learning modalities, employer engagement, formal employment support and decent work follow-up.
• 2.Supporting self-employment participants, including home-based businesses, micro and small enterprises, through business development training, coaching and market linkage, productive asset support, and business formalisation support where relevant.
• 3. Ensuring that field implementation is informed by labour market evidence, protection considerations, decent work standards, and regular coordination with relevant stakeholders.
• The Economic Recovery programme in DRC-Türkiye supports displacement-affected populations including the host communities to access safer, more sustainable and dignified income-generation opportunities through market-based, protection-sensitive and decent work-focused interventions.
DRC Türkiye is therefore seeking to hire a qualified and energetic team leader to help execute and support its economic recovery initiatives in the field office. The successful candidate will:
• Manage economic recovery team members to ensure timely and proper implementation of activities.
• Deliver management and technical support and guidance to the team per the accredited standard operaqtion standards to ensure the quality of the support provided as prescribed in relevant DRC’s policies
• Ensure proper planning, implementation, and follow up of all technical and managerial aspects of the sector activities being implemented by DRC in the scope of geographical responsibility
• Develop and maintain good relations with the persons of concerns (PoCs), relevant stakeholders, private sector entities, and other humanitarian actors, to support adequate implementation and coordination of DRC’s sector activities.
• Prompt reporting of challenges to Area Manager at the area office level.
• Regular reporting to AM and Economic Recovery Programme Coordinator
• Leading effective field-level coordination with other departments, including MEAL, safety, finance, liaison, and supply chain
• Coordinating with implementing partners to co-plan jointly implemented activities.
• Following the contextual development as well as local labor market dynamics to inform economic recovery programming
• Perform any other Economic Recovery programme tasks given by the direct line manager
Geographic Scope: Field Office (Hatay)
This role has a focus at the field office area of operations and ensures compliance to DRC procedures and guidelines within the location. The role contributes to developing field strategies related to the activity’s implementation, which are translated into action plans and day-to-day tasks.
Duties and Responsibilities:
Management
- Lead and manage the team (including staff recruitment, planning, performance, well-being and development)
- Ensure effective planning and quality implementation of the sector/support activities
- Ensure daily monitoring of field locations under her/his responsibility
- Assess the quality of provided services.
- Provide guidance to staff of DRC on best ways to conduct activities
- Provide supervision, guidance and monitoring of programme staff, ensuring clarity over programme plans and priorities and encouraging effective teamwork.
- Facilitate regular staff meetings to ensure awareness of programme objectives, and provide opportunities for feedback
- Under close coordination with the programme coordinator, and under the supervision of the area manager, help with building staff capacity on good economic recovery practices based on identified needs and capacity building plans
Programming & Operations
- Ensure efficient and effective programme implementation while following the budget and work plan
- When requested by the area manager, participate in preparing monthly/quarterly/annual highlights/reports and proposals and budgets for donors
- Lead the team in carrying out programmatic monitoring exercises
- Ensure confidentiality and data security controls processes are in place and complied with by economic recovery staff
- Identify and advocate for opportunities to mainstream and expand economic recovery activities.
- Lead private sector engagement in the field office and local stakeholders to facilitate job creation
- Ensure field teams apply agreed intake, eligibility, scoring, referral, documentation and reporting procedures through the relevant project systems and tools.
- Oversee the delivery and documentation of labour market information sessions and ensure that participants receive clear information on labour market conditions, workers’ rights and available livelihood pathways.
- Ensure the proper application of Decent Work Assessment Tool procedures with employers and follow up on red flags in coordination with the Economic Recovery Coordinator and relevant technical colleagues.
- Follow up on service providers and field-level implementation of training, coaching, employment support, productive asset support and business formalisation activities.
Coordination and representation
- Represent DRC at meetings and other relevant working group and cluster coordination meetings when requested by the line manager.
- Ensure integration with other DRC sectors as planned by management
- Support Area Manager in liaising with Turkish institutions and local authorities, local NGO partners and CBOs concerning livelihoods activities and project implementation; Promote relations and coordinate activities with other humanitarian actors, donors, UN, and civil authorities in area of intervention in the field level.
- Maintain a strong private sector and stakeholder engagement in the field level
Project development
- Support and provide inputs on economic recovery programme development initiatives in coordination with Economic Recovery Programme Coordinator: propose ideas to programme team for feedback and proactively identify opportunities based on needs assessment and gap analysis.
- Analyse and report to AM and Economic Recovery Programme Coordinator, new regulations related to the access to education and job market for Syrians and follow up the implementation of those regulations in the assigned location to design adequate programming and report to Area manager and Economic Recovery Programme Coordinator
- Ensure that a risk analysis in the area of intervention is in place and regularly updated
Logistics/Finance
- Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on the budget follow-up to Area Manager
- Plan and coordinate proactively logistics and movements of staff from and to different operational areas
- Prepare regular procurement plans and coordinate with supply chain for the timely execution of the plans.
- Review pre-determined supportive documents for Wage subsidy components, initiate payment processes on time and lead tracking of the payments
- Initiate procurements and ensure their execution and regularly report challenges to Area Manager,
- Ensure distribution plans are prepared and shared with logistics in a timely manner
- Follow up and monitor contracts with service providers in close coordination with Economic Recovery Officers
- Ensure familiarity of Economic Recovery Staff with DRC’s Operational Handbook
As Team Leader, the post-holder is responsible for the following:
- Accountable for management of employees under her/his responsibility
- Accountable for ensuring that agreed work plans and tasks set by the next-level up manager are implemented on time
About you
To be successful in this role we expect you to have bachelor’s degree in business administration, economics, social sciences, or development studies.
Moreover, we also expect the following:
Required
- Minimum 3 years of management experience at a mid to senior level, with experience in the field of humanitarian response with a special focus on livelihoods intervention, working for an international NGO, UN agency, relevant ministry, or local authority.
- Minimum 2 years of practical experience in sector area working for an INGO
- Proven management skills and a competence in people management
- Commitment to learning and implementing organizational policies and procedures.
- Excellent skill in MS Word, Excel, and PowerPoint
- Full professional proficiency in English
- Full professional proficiency in Turkish
Preferable
- Master degree or higher degree in international development, economics, business administration, or other relevant fields.
- Proficiency in Arabic
