Overall purpose of the role:

Under the supervision of the Protection Team leader, the Protection Officer will support the daily operations in the intervention of DRC’s partner’s activities on protection case management and legal aid in Anbar under the ECHO-funded Action. The Protection Officer act as a DRC focal point in Anbar, supporting the partner in the day-to-day implementation of the project activities, in close coordination with the Protection Team Leader.

Responsibilities:

Programming and Technical Support (No Direct Implementation)

  • Support the planning and oversight of partner-led protection activities (case management and legal aid), ensuring alignment with DRC standards, SOPs, and donor requirements.
  • Provide technical guidance and coaching to partner staff on protection case management, legal aid processes, and safe referrals through structured mentoring, case discussions, and supervision sessions.
  • Review and provide feedback on partner case management practices, ensuring adherence to quality standards, confidentiality, and protection principles.
  • Support partners to establish and maintain safe and confidential case documentation systems, including case trackers and data protection protocols.
  • Guide partners in the development and use of tools, SOPs, and workflows for case management and legal aid service delivery.
  • Facilitate partner-led protection assessments, monitoring, and analysis, ensuring data quality and use for program improvement without direct field data collection by DRC.
  • Strengthen partner capacity to maintain updated service mapping and referral pathways, including coordination with legal aid actors and other service providers.
  • Support partners to identify and address capacity gaps, and contribute to structured capacity development plans in coordination with Protection Team Leader and Area Programme Manager.
  • Review partner workplans and provide input to ensure realistic planning and alignment with programme objectives.
  • Promote the mainstreaming of protection principles across partner activities and ensure adherence to AGD (Age, Gender, Diversity) standards.
  • Ensure that partners are equipped to manage complex and high-risk cases, including escalation mechanisms to DRC technical staff when needed.

Partner Coordination and Representation

  • Support partners to develop and maintain effective relationships with local stakeholders, including government institutions, community structures, and service providers.
  • Facilitate coordination between partner organizations and DRC technical teams, ensuring timely communication and issue resolution.
  • Provide technical input to partner participation in protection coordination forums, as appropriate.
  • Contribute to the development of technical guidance notes, tools, and capacity-building materials for partner use.

Quality Assurance, Monitoring and MEAL Support

  • Support the design and implementation of partner monitoring frameworks for protection activities, including indicators for case management and legal aid.
  • Conduct remote and/or joint monitoring with partners (not direct implementation), focusing on quality assurance, compliance, and learning.
  • Review partner reports and provide technical feedback to improve accuracy, quality, and analysis.
  • Support partners to track progress against targets and ensure data-driven decision-making.

Operational and Compliance Support

  • Guide partners on compliance with DRC and donor requirements, including protection standards, safeguarding, and data protection.
  • Provide technical support to partners on budget-related implementation issues, ensuring activities are delivered within agreed scopes.
  • Support partners in procurement planning related to protection activities, ensuring alignment with programme needs (without direct management of procurement).

Other

  • Ensure all partner engagement upholds PSEA, Code of Conduct, and safeguarding principles.
  • Perform additional technical support tasks as required to strengthen sustainable partner-led delivery models.

Required experience and competencies.

  • Understanding of protection principles, protection minimum standards 
  • Experience in facilitation of CBP activities, Case Management, Violence against women and men, and the delivery of community programs to vulnerable groups is preferred. 
  • Prior experience or familiarity with DRC and/or persons of concern (including internally displaced persons, returnees, and refugees). 
  • Excellent IT skills (Microsoft Excel, Outlook, Word, and PowerPoint) 
  • Excellent communication and problem-solving skills. 
  • Ability to maintain confidentiality and always prioritize the safety and dignity of beneficiaries. 

Education

Bachelor’s degree in international law, Political Science, Psychology, Social work, Humanities and Social Science. 

Languages: (indicate fluency level)

  • Fluency in Arabic 
  • Advanced English proficiency
