Who are we?
The Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for new colleagues to join our roving Emergency, Protection, Assistance and Coordination Team (EMPACT), a multifunctional team of senior Emergency Response Specialists deployable within 72 hours to support DRC Country Offices respond to emergency situations. Roving Emergency Advisors need to promote excellence in their field, promote a standards and rights driven approach to programming and operations and go above and beyond typical requirements in often unstable and high-pressure environments.
About the job
The Roving Humanitarian Disarmament and Peacebuilding (HDP) Advisor will join the EMPACT team to ensure that DRC delivers a rapid and appropriate HMA and conflict sensitive emergency response according to the DRC emergency framework. This response will prevent and reduce exposure to immediate risks, such as explosive ordnance contamination. The response will protect communities and people affected by an immediate shock from further harm and enable them to meet their basic needs and recover from the emergency.
Your main duties and responsibilities will vary with each deployment, but may include:
- Leading on assessing the relevance and feasibility of establishing a specific DRC HMA emergency response, and considering possible integration with other sectors and leading on the design and implementation of rapid and standard conflict analyses to inform a DRC conflict sensitive response in emergency situations including the design, planning, implementation, evaluation, and adaptation of DRC HDP emergency response activities, including Emergency Explosive Ordnance Risk Education (EORE), Conflict, Conflict Preparedness and Protection (CPP), Explosive Hazard Assessment (EHAs) and marking in accordance with organizational policies, Explosive Ordnance Disposal (EOD), humanitarian principles, national regulations, and the latest edition of the International Mine Action Standards (IMAS) and identifying, referring and supporting EO survivors, indirect victims, and persons with disabilities affected by explosive ordnance and explosive weapons incidents.
- Develop operational strategies, workplans, budgets, and contingency plans to ensure timely and effective emergency response with the highest possible standards of safety and security are maintained in all operations.
- Supporting with the identification, capacity assessment and strengthening, technical assistance provision and monitoring of local HMA partners, and stakeholders to promote a locally led HMA emergency response.
- Liaising pro-actively and building good rapport with local authority officials, community representatives, and any other relevant stakeholders, while supporting their capacity-building through on-going one-on-one support and coaching.
- Participating in relevant coordination fora and external engagement and advocacy efforts related to the emergency HMA response and contribute to global advocacy efforts.
About you
Required
- Minimum 5 years’ previous experience in HMA and full understanding of its technical requirements.
- IMAS EOD 3 qualifications as minimum and previous work experience as an Operations Manager.
- Proven management experience gained in a range of settings including emergency contexts/insecure environments.
- Experience with accreditation to IMAS standard.
- Proven record of training national staff and ability to train and mentor national counterparts.
- Diplomatic, patient and persistent.
- Fluency in written and spoken English, French is desirable.
- Good knowledge of Word and Excel.
- Willingness to embrace and further develop overall objectives such as gender equity, impact monitoring, and cross-sector cooperation.
