DRC has been operating in the Middle East (ME) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman.

Throughout its nine field offices and a workforce of 265 staff, DRC upholds its main programmatic objectives to provide immediate and life sustaining assistance, to strengthen the protective environment, and to reduce displacement related risks and vulnerabilities by promoting self-reliance at household and community level.
About the Job:
The overall purpose of the role:
Under the supervision of the Protection Team Leader, the Protection Officer is responsible for the timely, high-quality, and effective provision of protection services in their area of intervention. This includes the provision of Victim Assistance (VA), referral of cases to internal and external services based on the needs, and the provision of Cash for Protection.
Main Responsibilities:
Victim Assistance
- Assist conflict-affected individuals to access life-saving medical interventions in line with DRC Victim Assistance SOPs, including by conducting verification, requesting approval, intake, follow-up and closure of clients’ files.
- Report any VA cases that will exceed the assistance ceiling, and arrange the case conference with the Protection TL, Medical focal point, and Protection Coordinator.
- Verify patients' information and war-related accident details by interviewing them and confirming each case's admission.
- Follow up with individuals who are receiving or who have received medical treatment through DRC, including conducting regular visits to the hospitals based on the case's needs.
- Once the VA case is discharged from the hospital, raise a Payment Request for each case manually or through Dynamics and coordinate with the finance department to process the payments to the medical service providers.
- Fill in the necessary VA tracking sheet, ensuring confidentiality, accuracy, and timeliness under the supervision of the Protection Team Leader.
- Refer cases to internal and external services based on needs and upon consent, in line with Protection Sector Minimum Standards on Referrals and follow up on the service provision.
- Create monthly medical treatment summaries for each individual during and at the conclusion of their medical treatment.
- Review all claims documents and expenses from the hospitals, and with the support of management and DRC Medical Officer/Assistant, determine which charges are appropriate and should be paid.
- Follow-up the final medical treatment report for each case whose treatment was finalized and whose case is being closed and submit the reports, full claim to the Protection Team Leader.
- Maintain strict confidentiality about the cases and/or their families and the treatment being provided and, at all times, take active steps to protect the beneficiaries and their families’ privacy and dignity.
Referral service provision
- Refer cases to internal and external services based on needs and upon consent, in line with Protection Sector Minimum Standards on Referrals and DRC Referral SOPs, ensuring to fill in the necessary forms and the referrals tracking sheet.
- Provide Psychological First Aid (PFA) to individuals, based on their needs.
- Fill in the Referral tracking sheet, ensuring confidentiality, accuracy, and timeliness under the supervision of the Protection Team Leader.
- Report to the Protection Team Leader on complex cases for final approval on the needed actions to be taken.
- Coordinate with other NGOs and actors in the region to provide assistance to the clients and avoid any duplication of services.
- Attend weekly individual supervision meetings and monthly group supervision meetings with the Protection Team Leader to ensure adherence to standards of care and quality referral pathways.
Cash for Protection
- Identify cases in need of cash for protection to mitigate protection needs and request the necessary approval to provide cash for protection assistance.
- Prepare and request an advance for CFP and clear the advance after the provision of cash assistance.
- Record all cases assisted in the tracking sheet, ensuring confidentiality, accuracy, and timeliness under the supervision of the Protection Team Leader.
- At all times safeguard the safety and respect of the individual, in addition to the confidentiality of their information and right to access services without any discrimination.
Monitoring and reporting
- Produce and submit weekly reports and updated databases/tracking sheets to the Protection Team Leader.
- Provide inputs and support the Protection Team Leader in submitting internal reports as per schedule.
- Support the implementation of monitoring and evaluation tools and report on issues in the implementation of the program;
- Accurately update the VA, Cash for Protection and Referral tracking sheets, ensuing adherence to data protection protocols.
- Maintain complete and accurate case files to document client interactions and interventions using DRC tools, ensuring adherence to data protection protocols.
- Ensure that all hospitals payments are archived in SharePoint folders and locked cabinets, following DRC protocols for archiving documents.
Coordination and representation
- Develop and maintain effective working relationships with relevant stakeholders including partner agencies, community leaders, and service providers.
- Coordinate with other NGOs and actors in the region to provide assistance to the clients and avoid any duplication of services.
- Advocate for the needs of vulnerable individuals both internally and through coordination mechanisms through evidence-based advocacy.
- In coordination with the Protection Team Leader, participate in sub-cluster meetings as per relevant area of interest.
- In collaboration with the Protection Team Leader, attend and lead weekly supervisory meetings with the team to address any issues and set team plans.
- Ensure up-to-date information on service providers operating in the area based on available service mappings and coordination with stakeholders.
Other
- Any other duties relating to the nature of the job as directed by the line manager.
- Sign and strictly abide to the DRC Code of Conduct, program requirements, and operational policies at all times and report any concerns through the appropriate mechanism.
- The officer may be requested to attend an emergency call for duty during emergencies, upon the decision of the line manager.
- Maintain positive work relationships within the team and promote team-building efforts in coordination with the Protection Team Leader.
- Must adhere to DRC’s mission, values, and code of conduct including respect for the principles of neutrality, do no harm, and non-discrimination.
- Must treat all partners and beneficiaries with dignity and respect.
About you
To be successful in this role you must have:
Experience and technical competencies:
- 2-3 years of experience in protection-related work, including direct experience supporting vulnerable individuals.
- Strong ability to maintain and respect, non-discrimination, and safety of clients at all times, while adhering to ethical standards and informed consent principles.
- Strong understanding of basic counseling and tailored protection support approaches; previous training in these areas is strongly preferred.
- Ability to discuss issues with respect and empathy.
- Excellent interpersonal and problem-solving skills, creativity, and flexibility.
- Strong ability to organize work, meet deadlines, maintain composure, work independently, prioritize work under pressure, coordinate multiple tasks, and maintain attention to detail.
- Flexibility in working overtime when needed.
- Proficiency in Microsoft applications, particularly World and Excel.
- Demonstrated interest in humanitarian work and supporting people affected by conflict.
- Previous experience in international organizations is a strong advantage.
- Willingness to travel to field locations as required.

Essential Qualification :
Bachelor/Degree in Social work, Counseling, psychology, or closely related field; proven field experience can be accepted in lieu.

We offer
DRC will offer the successful applicant a contract until Dec 31, 2026, renewable depending on both funding and performance. You must be available to start work as soon as possible and be willing and able to work in Sa’ada.
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment. This position will be placed at Band (H2 Non-Manager) and will be reporting to the Protection Team Leader.
