DRC has been responding to various humanitarian crises in Lebanon since 2004, working with Palestinian, Iraqi and Syrian refugees. DRC received registration from the Ministry of Interior in 2011, and since then has focused primarily on responding to the Syrian refugee crisis in Lebanon and the resulting impact on Lebanese host community. DRC Lebanon’s focus is to ensure that we are able to respond to critical emerging humanitarian needs whilst improve the living conditions of displacement-affected populations and contribute to the achievement of durable solutions.   With an annual portfolio of $12million, and with approximately 200+ staff, DRC is focusing its response in protection and economic recovery (Ec-Rec) sector in Bekka, North Lebanon and Beirut. DRC is also contributing to the evidence base and coordination structures in country through our Evidence Generation and referral information management (RIMs) teams.

About the job

The CCCM assistant is responsible for district-level coordination and management of collective shelters under the LHF-funded project, with a focus on Site Management and Coordination (SMC) and the integration of protection mainstreaming across all activities. The role encompasses site monitoring, service mapping, community engagement, information management, capacity strengthening of community structures, and close coordination with Protection, GBV, and Child Protection teams to ensure holistic, community-led responses. The CCCM Officer will support the implementation of shelter care and maintenance activities, conduct safety audits, establish and train representative community committees, and ensure the establishment of functional Complaints and Feedback Mechanisms (CFMs). This is a roving field-based position requiring daily presence in collective shelters across Beirut, Mount Lebanon and possibly extending to other Governorates, with extended periods spent in the field.. Your main duties and responsibilities will be:

Site Management and Coordination

  • Conduct regular site monitoring visits (weekly for high-priority sites, biweekly for medium-priority sites) to identify needs, new arrivals, gaps in service provision, and duplication of efforts across collective shelters.
  • Ensure referral and escalation of gaps and needs to relevant service providers and humanitarian coordination structures.
  • Develop and maintain site-level service mapping to identify ongoing services, provider contacts, targeting criteria, and referral pathways, ensuring regular updates and dissemination to partners.
  • Conduct household-level registration and roster verification in coordination with MoSA focal points, tracking population movements (arrivals and departures) and maintaining accurate site-level data.
  • Support MoSA focal point in site planning to ensure site residents can live in dignified conditions, including identification of seasonal needs and emergency preparedness.
  • Escalate HLP concerns, including eviction threats, lack of space, and tenure issues, to relevant authorities and Protection teams.

Information Management and Communication

  • Maintain existing or establish new  networks of key informants at IDP sites to support timely information flow.
  • Support MoSA upon request in  the timely registration of new IDPs and identification of their protection-related needs.
  • Support MoSA in data collection exercises including intention surveys, headcounts, satisfaction surveys, and site monitoring, using tools such as Kobo.
  • Ensure information points are in place and accessible such as information desks and information boards in collective shelters, through visual materials and verbal dissemination.
  • Update public information boards with site management and partner information, including emergency contacts (civil defence, Red Cross, Embrace hotline, etc.).
  • Maintain site-level contact master lists of stakeholders and agencies working in each site.
  • Support in the drafting of weekly situation reports and provide relevant information on site conditions and services.
  • Provide, document, and track timely referrals and service requests to key partners.

Safety and Site Maintenance

  • Co-facilitate community-led safety audits in all collective shelters where you support MoSA SMC teams at the beginning and end of the project, identifying physical and protection-related risks and producing reports with actionable recommendations in coordination with GBV actors.
  • Identify site care and maintenance needs through community consultation, safety audit findings, and CFM data, and support the procurement and distribution of tailored maintenance toolkits to collective shelters in need.
  • Support the identification of skilled workers within sites and refer to the care and maintenance assistant to train community focal points on needs identification and minor repair planning.

Community Participation and Governance

  • Maintain existing committees while ensuring they are representative and establish, train, and support representative Site Management Committees (SMCs) in collective shelters, ensuring committees include women, youth, elderly, persons with disabilities, and host community (up to 10 members per site) based on needs.
  • Support the renewal and inclusion of existing committee members every six months, maintaining at least 60% continuity while integrating new members (30-40% renewal rate).
  • Develop Terms of Reference (TORs) for SMC committees and ensure members are trained on their roles, responsibilities, and community engagement approaches.
  • Provide resources and information that support regular community consultations and meetings with SMC committees on planned activities, activity prioritization, and feedback on response quality in close collaboration with MoSA focal points.
  • Support and promote the participation of women, youth, persons with specific needs, elderly, and marginalized groups in site governance mechanisms and CCCM activities.

Coordination and Representation

  • Coordinate with service providers on referrals, joint community engagement, service mapping, and activity coordination.
  • Coordinate and maintain constructive relationships with local authorities (MoSA, MEHE), local NGO partners, UN agencies, and other humanitarian actors.
  • Attend sector coordination meetings (SMC Working Group, Protection Working Group, GBV Sub-Sector, etc.) in coordination with CCCM team members.
  • Represent DRC with communities, local authorities, site partners, and other stakeholders.
  • Foster collaborative relationships with local authorities to facilitate implementation of activities.
  • Attend and facilitate meetings with stakeholders, including translation of meeting proceedings and provision of meeting minutes.
  • Share emergency information with your line manager to inform and guide response.
  • On weekly basis, prepare your work plan and movement plan and share it with your line manager for validation

Quality assurance

  • Ensure regular collection of data and maintain accurate activity trackers.
  • Support in preparation of catchment or area-based coordination meetings when applicable.
  • Contribute weekly, monthly, and final narrative reports on CCCM activities and achievements.

About you

To be successful in this role we expect the following:

  • Diploma / bachelor's degree desirable (i.e., civil engineering, architecture, sociology)
  • Previous experience working in the field with an INGO/UN agency and in an emergency setting
  • 0 to. 1 years of experience in a similar job or related role
  • Basic computer skills especially in MS Word and MS Excel
  • Experience in working with Kobo and basic data analysis is desirable
  • CCCM or community engagement experience is desirable
  • English language: professional working proficiency
