Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.

POSITION PROFILE

Overall purpose of the role:

The Human Resources and Administration Officer is responsible for supporting the implementation of all HR & administration functions in DRC premises and to support the SSM to carry out its mission in Central Darfur area office to proper handling of HR tasks.

 

DUTIES & RESPONSIBILITIES

 Responsibilities: (in bullet points)

  • Support in national staff recruitment process for the Central Darfur Area office (CD AO), ensuring recruitment is done within specified time limits, in accordance with DRC standards.
  • Brief hiring managers on the recruitment processes; filling in necessary forms and tools for hiring process (including interview questionnaires).
  • Arrange and conduct timely induction and orientation sessions of code of Conduct Training and PSEA for all new national staff for Central Darfur area office.
  • Ensure staff database are up to date on Dynamics for CD AO staff.
  • Ensure all records of HR related information (HR database, leave and documents for personnel files, including interview records) are sent on timely basis by Managers and staffs.
  • Ensure monthly payroll and payroll reconciliation for CD AO are prepared and submitted on time with accurate information.
  • In collaboration with HR department in the country office, launch PADA process for national staff in CD AO by conducting training, monitoring quality and submission rates, providing feedback, conducting analysis of development and training needs, and assisting support all Managers in
  • conducting annual Performance Reviews and on-going Performance Management.
  • Register and revise all data for newly hired staff on National staff Payroll system and perform all duties related to contract management for CAO
  • Supporting CD AO staff with social security form to follow up with the SS Department.
  • Representing as Health Insurance focal point of CD AO by updating database, submitting monthly updates (addition, deletion) to the CO and following up with the company representative.
  • Support on other tasks when required and any other related tasks assigned by the line manager.

 

Administration

  • Manage and track all utilities payments for CD AO office and GH, and center through the implemented tracking system and ensure timely delivery

 

of service and payments.

  • Support expats to arrange their accommodation at CAO GH and ensure all rooms & Caravans are prepared well to host them
  • Managing maintenance of DRC Nertiti office/ GH and Centers (power, water, AC, fire equipment etc.) by allocation handyman on time.
  • Supporting internal and external auditing by presenting staff documents from CD AO.
  • Manage rental premises payments of Nertiti Office/GH and centers in close collaboration with base manager.
  • Manage the DRC’s staff mobile phone lines, including issuance, cancelling of SIM Cards and settling phone bills payments
  • Manage Cook & cleaners’ schedule and ensure office & GH cleaning is maintained properly. Also, ensure Expats’ accommodation is prepared decently.
  • Managing consumables, supplies, and stationaries by storing them properly in the admin store and tracking them through the admin tracker. Supplies must be distributed and monitored on weekly basis to ensure items are utilized appropriately. Also, with assistance from the logistics team, inventory shall be done whenever receiving items.
  • Any other task assigned by Line Manager

 

SKILLS AND EXPERIENCES

 

  • Minimum of two years’ relevant experience in administration role
  • Strong interpersonal and communications skills with a proven ability to work with a wide range of managers and staff members.
  • Good facilitation skills, coaching skills
  • Strong Knowledge of Local Labor laws and regulations
  • Good attention to detail and ability to work under time pressure.
  • Strong analytical skills
  • Strong communication skills both writing and oral
  • Excellent interpersonal and teamwork skills

 

EDUCATIONAL QUALIFICATIONS

 

  • Bachelor’s degree in business administration, Human
  • Resources or relevant field
  • Excellent computer skills (Word, Excel, databases)
