1. Background
DRC has been operating in West Africa since 1998. The DRC West Africa Regional Office (hereafter: WARO) is based in Dakar, Senegal, and covers six countries outside of Senegal. Led by the Regional Director, the DRC WARO oversees, supports and provides strategic directions for DRC’s Country Offices within the region, which currently includes Mali, Burkina Faso, the Niger, Nigeria, Cameroon, Tchad and the Central African Republic.
Under the leadership of the regional office in Dakar and in close connection with the interventions in the neighboring Central African Republic (CAR), DRC began its operations in Cameroon in 2018 responding to the humanitarian needs of refugees from CAR and vulnerable Cameroonians in the Adamawa region, progressively extending its operations to Southwest and Far North regions. DRC’s interventions in these areas include providing assistance to vulnerable populations, especially IDPs and refugees to enable them to meet their basic needs, shelter and protection, providing durable solutions to the ultra-poor while rendering them resilient to shocks via resilience and peacebuilding activities. Due to the lack of emergency response services to the newly displaced in the NWSW regions, the DRC has stepped in with emergency protection and food assistance in the NW region in collaboration with two national organizations as partners.
2. Purpose
Based in Bamenda, the Project Liaison Officer, working under the direct supervision of the Localized RRM Programme Manager, will support all FLASH project activities for protection and EcRec, supporting the L-RRM PM in the planning, implementation of project activities and support DRC’s partners as they implement activities., In close collaboration with the team’s technical specialists, the Project Liaison Officer is responsible for ensuring that DRC is represented during the implementation of the projects’ activities by 2 local partners (GPA and COMINSUD).
3. Duties and Responsibilities
Responsibilities: The Project Liaison Officer, in close collaboration with DRC’s partners will:
• Work closely with DRC’s partners to ensure the implementation of the project in accordance with established plans and respect of procedures;
• Provide technical support to partners for protection activities (protection monitoring, service mapping, referrals etc)
• Participate in the process of defining vulnerability criteria with communities, setting up targeting committees, identification and selection of beneficiaries
• Ensure good collaboration with the partners and carry out training (as it may be), and joint monitoring visits
• Promote the participation of all population groups in the project, including beneficiaries, non-beneficiaries, local authorities, local leaders, youth, women and special needs groups;
• Participate in the development of the community network and strengthen the relationship between the DRC and partners while ensuring DRC is visible in the communities
•Participate in the updating of monitoring tools and databases, collect and transmit all information necessary for the monitoring of the project to the L-RRM PM;
• Contribute to the various surveys and evaluations carried out under the programme (including market monitoring);
• Report any challenges or problems encountered in the field, to the L-RRM PM or MEAL/IM Specialist, as appropriate.
• Support the L-RRM PM and partners in the effective planning and implementation of activities, including the submission of weekly, monthly and ToR schedules
• Support the L-RRM PM in the preparation of weekly, monthly reports and submit it weekly/monthly.
• Perform other duties as directed by the L-RRM PM.
4. Required Qualifications
Core skills

Minimum three (03) years of relevant experience particularly in national or international NGOs in a similar position;

Experience in Protection and Multi-purpose Cash Assistance

A degree in Law/ Social work/ Sociology/psycho-social studies or Diploma in law/social work

Experience in conducting trainings and capacity building

Ability to transmit skills through theoretical and practical training in an effective, clear and accurate manner;

Ability to collect data via a tablet (kobo);

Working knowledge of Excel, Word;

Knowledge of the NWSW regions

Good oral and written communication skills;

Be flexible and able to work under pressure;

Commitment to learning and implementing the organization's policies and procedures.

Education: At least, GCE Advanced Level, with proven professional experience in Protection related programming, food security and livelihood or any other relevant certificate/diploma or experience

- Employee shall return all borrowed equipment for the project to DRC after the end of the contract period or upon request
