Danida SPA case studies 2025
These case studies were submitted to the Danish Ministry of Foreign Affairs as part of the Annual Report for 2025.
Executive summary
The Danish Refugee Council (DRC) holds a five-year (2022–2026) Strategic Partnership Agreement (SPA) with the Danish Ministry of Foreign Affairs (MFA), under which the MFA supports a range of DRC's humanitarian and development activities. As part of the annual reporting requirements under this agreement, DRC presents three case studies drawn from its 2025 programming, offering examples of the diverse approaches and contexts that characterise DRC's work under the SPA.
Refugee Investment Facility (RIF)
The first case study documents the Refugee Investment Facility (RIF), an innovative blended finance initiative operational in Uganda, Jordan, Kenya, and Colombia. By combining impact-linked loans with targeted technical assistance, RIF demonstrates how market-based approaches can complement traditional humanitarian aid — reaching 35,101 people with jobs, financial services, and goods in 2025, 30% of whom were refugees.
SOLID – Durable Solutions in the Cameroon-CAR Displacement Corridor
The second case study presents SOLID – Durable Solutions in the Cameroon-CAR Displacement Corridor, a cross-border programme addressing one of Central Africa's most protracted displacement crises. Through integrated programming spanning protection, livelihoods, water and sanitation, social cohesion, and civil documentation on both sides of the border, SOLID achieved a significant reduction in poverty among targeted households — exceeding its targets a year ahead of schedule.
DRC's Humanitarian Disarmament and Peacebuilding (HDP)
The third case study examines DRC's Humanitarian Disarmament and Peacebuilding (HDP) programme in Kenya's Turkana, Garissa, and Mandera counties. Working through local peace structures, community mediators, and cross-border dialogue platforms, DRC strengthened conflict resolution capacities in areas facing compounding pressures from climate shocks, resource scarcity, and large refugee populations. By the end of 2025, 93% of community members surveyed reported positive perceptions of local peace mechanisms.
Together, these case studies illustrate examples of DRC's work across fragile and displacement-affected contexts, and the organisation's commitment to working alongside communities and local partners in addressing some of the most pressing humanitarian challenge.
