Ukraine: Winterisation Needs Assessment 2026-2027

The Danish Refugee Council’s (DRC) Winterisation Needs Assessment aims to assess the impact of the Winter 2025-2026 response while simultaneously mapping out urgent community needs for the upcoming 2026-2027 winter season in six oblasts in Ukraine: Dnipropetrovsk, Donetsk, Kharkiv, Kherson, Sumy and Zaporizhzhia.

Executive summary

Operating both as a direct implementer and in close coordination with Civil Society Organisations (CSOs), DRC has leveraged its existing Post-Assistance Monitoring (PAM) data in order to measure eople receiving assistance and the overall sufficiency of the Winter 2025-2026 assistance, while systematically identifying operational gaps to improve future programming. In parallel, a tailored Winterisation Needs Assessment survey, conducted during May/June 2026, allows DRC to further refine targeting strategies and enhance the delivery of upcoming winterisation interventions.
