Pathways to Protection (P2P)

Pathways to Protection (P2P) is a five-year initiative (2024-2029) funded by the Danish Ministry of Foreign Affairs designed to strengthen protection services and systems for people on the move along key migration routes.

About Pathways to Protection

The P2P Programme contributes to an overall enhanced protection environment for people on the move by facilitating access to effective protection services and systems and more accurate information through localisation-centred and adaptative interventions.

P2P operationalises a route-based approach anchored in a commitment to a continuum of care for people on the move regardless of their migratory status or intentions.

P2P adopts a rights and needs based approach by providing evidence-based information, protection, safety, and dignity to people on the move facilitating informed decision making throughout their migratory journey without encouraging or discouraging migration. 

The programme is implemented across ten countries: Türkiye, Mali, Senegal, Libya, Morocco, Tunisia, Chad, Egypt, Sudan, and Niger, in collaboration with 23 partners including Red Cross Red Crescent National Societies and 5 diaspora & refugee led organisations

What we do

  • InformationPeople on the move – or those considering to move – have improved access to reliable information before and during their journey, enabling them to make better informed decisions, including on alternatives to irregular migration. P2P uses different sources for regular and systematic data collection and analysis to provide migrants with updated, tailored and context-specific information. 
  • Diaspora — Danish Refugee Council has put in place strong partnership with 5 diaspora and refugee led organisations who led information campaign on rights, risks and available services along migration routes to people on the move.   • Protection services and system strengthening People on the move access protection systems and services as well as livelihood opportunities in a timely and rights-based manner where they are, thereby placing them in a stronger position to take decisions about their short, medium- and long term futures.
  • Social cohesion and durable solutionsSocial cohesion and inclusion along the migratory routes are strengthened , thereby creating a stronger protection space and foundation for the attainment of all durable solutions. Through data driven advocacy, peer-to-peer learning with authorities, community-level engagement and humanitarian diplomacy, the P2P programme aims to reinforce national and local capacities, promote rights-based approaches, and support cooperation across borders and regions. 

Our Approach

Localisation : P2P’s approach has embedded sustainability and localization from the outset through equitable partnership. The programme has strengthened inclusive governance and consultation mechanisms and initiated a systematized approach to locally driven capacity strengthening, referral pathways, and advocacy leadership transfer. 23 national partners have already joined the P2P, implementing 50% of the total project budget. They form a Local Partner Advisory group to support monitoring, provide recommendations and elect two representatives who sit on the P2P’s Steering Committee, ensuring shared ownership of the project.

Evidence-based programming : All programming is informed by data from DRC's field teams and the Mixed Migration Centre's 4Mi platform, ensuring responses are evidence-based and adaptive to evolving protection needs.

Continuum of care : A Minimum Service Package across all consortium actors aims to guarantee that people on the move will find predictable minimum services regardless of the sectorial expertise of each partner. he P2P Minimum service package includes information provision, psychological first aid, first aid, and safe referrals and linking/signposting.

Return and (Re)integration : P2P neither encourages nor discourages migration. P2P supports voluntary, informed, and dignified returns by ensuring that individuals who choose to return have reliable information on their rights, their basic needs are met, and are able to access mental health and psychological support if needed. Partner teams in countries of origin provide protection assistance for returnees including psychosocial support and legal aid or direct livelihood assistance to facilitate reintegration

Our Partners

Pathways to Protection is implemented by a consortium of three organisations ; the Danish Red Cross, the International Detention Coalition (IDC) and the Danish Refugee Council, combining humanitarian expertise, experience in mixed migration programming, an extensive network of Red Cross Red Crescent Humanitarian Service Points and advocacy to promote protective and rights based.

Danish Red Cross — As part of the Red Cross Red Crescent Movement, the Danish Red Cross works to improve the lives of people affected by conflict, disasters, and economic hardship, providing essential aid and health services and promoting human dignity.

International Detention Coalition (IDC) — A global network of organisations based in 75+ countries advocating for people impacted by immigration detention, developing constructive, solutions-based approaches to migration governance.

Danish Refugee Council (DRC) As a leading international humanitarian organization, the Danish Refugee Council works to assist, protect, and find durable solutions for refugees, displaced populations, and host communities. DRC operates along major migration routes globally, providing immediate lifesaving aid, legal counseling, and protection monitoring while promoting long-term resilience, self-reliance, and rights-based solutions.

P2P at a glance

Total programme funding from Danida over five years, making P2P one of DRC's largest mixed migration initiatives.

Mali, Niger, Senegal, Morocco, Tunisia, Libya, Egypt, Chad, Sudan and Türkiye — covering the Central, Western and Eastern Mediterranean routes.

Including Red Cross Red Crescent National Societies, local CSOs, and community-based organisations, implementing 50% of the total project budget.

Reliable information, access to protection services and livelihoods, and social cohesion - delivered through a continuum of care regardless of migratory status.

A five-year programme designed to be scalable and replicable along main migration routes into Europe.

18,817 protection services were provided in 2025, including case management, psychosocial support, family reunification support services, legal aid, and basic and emergency assistance as well as livelihood referrals or direct livelihood support.

41 governmental entities were provided with capacity strengthening and the International Dentention Coaliation participated to 63 regional and global fora
