Climate, Conflict, and Crisis: Early Warning Early Action in Fragile Settings – How research and practice interlink

About the event

People living in areas affected by armed conflict are among the most vulnerable to climate-related hazards. Conflict increases exposure to floods, droughts, and extreme weather while weakening the systems needed to anticipate and respond to these risks. Damaged infrastructure, limited data, population displacement, and reduced institutional capacity severely constrain adaptation to a changing climate.  

In this context, Early Warning and Early Action (EWEA) is among the most effective approaches for saving lives and protecting livelihoods. Yet, until recently, EWEA in conflict-affected and fragile settings has received limited attention in research and policy.  

Anticipatory action (AA) offers significant potential in conflict-affected and fragile settings, where the impacts of climate hazards often intersect with existing vulnerabilities and insecurity. By using forecasts, risk analysis, and predefined triggers to release funding and implement actions before a disaster occurs, anticipatory approaches can help reduce humanitarian impacts, protect livelihoods, and prevent further displacement.  

Join the Danish Refugee Council and the Danish Red Cross when we present new evidence on the feasibility of early warning in conflict settings, with ways forward on how anticipatory action can be used to minimize to climate-induced losses and damages as well as anticipating the impacts of fragility and conflict will presented and discussed, to inspire commitments and action on this agenda.
